Research On Food Safety Supervision Based On The Sales Link

The people are the foundation of the country,and food is the people's first priority.Food safety is the primary concern of the people.At the same time,it is also the foundation of the government.However,in recent years,food safety problems occur frequently,especially in the food sales link,highlighting the severity of the current food safety situation,so it is imperative to strengthen the supervision of food safety in the food sales.However,at present,due to the deficiencies and loopholes of government supervision in China,a single government supervision obviously can not solve the current food safety dilemma,meanwhile other subjects are obviously absent or ineffective in participating in food safety supervision.Therefore,based on the polycentric governance theory and taking Jining City for example,this paper analyzes the problems of food safety supervision in the sales link and proposes targeted countermeasures,so as to provide new ideas for the research on the food safety supervision in the sales link.This article firstly introduces the basic concept of food sales link and food safety supervision,and then illustrates the main theoretical basis of market failure theory and polycentric governance theory,then on this basis,taking Jining City for example,using qualitative and quantitative methods,this paper investigates the present conditions of food safety supervision in sales link,and at the same time uses questionnaire to conduct a statistical analysis of consumers' awareness of food safety supervision in the sales link,and it is concluded that the major problems in our government's food safety supervision in the sales link are as follows: limited level and ability of our government's supervision,weak initiative of food sales enterprise,in efficient operation of the social middle class and consumer's low engagement.The causes of these problems are mainly as follows : weak supervision of government,interests driven by food sales enterprises,inefficient operation of the social middle class and weak consumer awareness.Finally,drawing on the experience of food safety supervision in developed countries,this paper puts forward four suggestions on promoting the participation of multiple subjects in food safety supervision in the sales link.Firstly,the government should play the leading role,enhance team construction of food safety supervision,promote the standardization of administrative law enforcement,improve the food safety management and control system,constantly establish and improve the administrative accountability system,and encourage and support other subjects to participate in food safety supervision.Secondly,we should give full play to the subjective initiative of enterprises,highlight importance of food safety in food sales enterprises,acceleratethe establishment of advanced quality management model,and strictly implement the main responsibility of food safety.Thirdly,we should give full play to the integrated power of the social middle class,actively cultivate food industry associations,optimize the establishment and operation mechanism of food industry associations,actively promote the construction of industry norms and integrity system,and strengthen the role of industry associations in helping enterprises.And,fourthly,we should play fundamental forces in the public,establish a food safety supervision platform with general public participation,strengthen the food safety work by popularizing legal knowledge and consummating rights and interests protection system of consumers,reduce the cost of consumers' rights protection,implement the inversion of evidential burden,give full play to the guiding and supervising role of the media,unblock communication channels between the government and the people,and create zero-distance communication channels between the government and the people.
