Research On The Interest Connection In Poverty Alleviation

As China enters the era of precise poverty alleviation,the poor are mainly living in the Old Revolutionary Areas,Ethnic Autonomous Areas,Land Border Areas and Undeveloped Areas,where the infrastructure is weak and the ecological environment is fragile,showing the characteristics of Fragmentation of poverty population distribution and Heterogeneity of poor individuals.As the most sustainable,fundamental and major poverty alleviation method among the Five Batches,the industrial poverty alleviation has been highly concerned by the CPC and governments at all levels.The industrial poverty alleviation has also played an increasingly prominent role in poverty alleviation in Yunnan Province,which is one of the main battlefields in the current poverty alleviation.As one of the state-level poverty-stricken counties in Yunnan Province,S county is characterized by a large number of poverty-stricken people,arduous task of poverty alleviation,weak infrastructure and prominent agricultural characteristics in mountainous areas.By investigating its industrial poverty alleviation situation,especially the form and process of interest connection of industrial poverty alleviation,this paper summarizes its desirable experience,analyzes its existing problems and puts forward targeted policy suggestions,which can provide relevant experience for other regions in Yunnan Province and similar regions in other provinces.The first chapter of this paper mainly introduces the research background of interest connection in industrial poverty alleviation,and reviews the related research situation.It also expounds the core concepts and main theoretical foundations of this paper,and carries on the overall framework,related methods and research situation of this paper.The second chapter focuses on the era orientation and political coordinates of precise poverty alleviation and clarifies the necessity of building interest connection from the macro level.It analyzes the characteristics and the related advantages and disadvantages of government entities,market entities and individual farmers.Because of the government's traditional administrative dominance failure,the market's failure and the individual farmers' failure,the government needs to drive the market entities to promote the development of individual farmers.The third chapter of this paper focuses on the overall situation,the background of industrial poverty alleviation system and the basic situation of industrial poverty alleviation of S County,and emphasizes the constraints and favorable conditions of superior natural geographical conditions and relatively weak infrastructure for the industrial poverty alleviation of S County.Besides,it introduces the corresponding institutional environment and poverty alleviation measures of S County under the target responsibility system,and provides specific action fields for subsequent analysis.The fourth chapter of this paper focuses on the interest connection drive within the relevant government administrative subjects.It is pointed out that the pressure has been transferred to the village committees and the cadres in charge of poverty alleviation through county governments.Both the county government and the township government's behaviors follow the Logic of No Accident and the Logic of Completing the Task,while the village committees and village cadres adopt a strategy of Mudding Through.However,through the observation of cases in this paper,it is found that village committees and cadres tend to try their best to develop industry in the case of more accurate assessment.The fifth chapter of this paper observes the construction of the interest connection b enterprises and the relevant subjects on the basis of S county industrial case for poverty alleviation.And it tentatively concludes that the interest connection of industrial poverty alleviation should focus on three elements:demonstration and mobilization,non-market arrangement and interest inclusion.Among them,demonstration guidance is the driving force of interest connection,non-market arrangement is the guarantee of farmers' interests,and interest inclusion is the fundamental of interest connection.The sixth chapter of this paper,based on the investigation of relevant conditions of industrial poverty alleviation and interest connection in the five towns and three townships of S county,reveals the existing problems in the interest connection of industrial poverty alleviation,such as limited government support and resources,third-party supervision and risk prevention mechanism to be strengthened,unbalanced overall industrial development,and weak industrial infrastructure.Besides,the enterprises and cooperatives play an insignificant role in promoting the development of the market and the industrial development is limited because of the labor force.Furthermore,the traditional thinking of poor farmers need to be changed urgently,and the quality of poor farmers need to be improved.Finally,the paper gives some related suggestions to the government,the market subjects and the farmers.
