Research On The Benefit Linkage Mechanism Of Industrial Precision Poverty Alleviation In Longju Town, Wanzhou District

Over the last few decades,China's rural work has focused mainly on the goal of increasing farmers' income,and the most effective way to increase farmers' income is to improve the degree of farmers' organization and introduce small farmers into large-scale markets.In addition,the agricultural industrialization is the ship that extradited scattered farmers into the market ocean intensively.Since the concept of agricultural industrialization was proposed in our country,agricultural industrialization has been rapidly emerging and developing all over the country.Subsequently,the thought of targeted poverty alleviation was presented in 2013,general secretary Xi pointed out continually that industrial poverty alleviation is crucial for farmers to get rid of poverty and then get rich.Moreover,it is known that industrial poverty alleviation is an important strategic measure to solve the poverty problem in China,an effective solution for poor farmers to get rid of poverty,and an important way achieving fundamental,stable and lasting poverty alleviation.In addition,it is also an effective way to ensure that farmers do not return to poverty,to achieve sustainable development,and to fight against poverty.However,in order to give full play to the advantages of industrial poverty alleviation and better help farmers increase their income and get rich,it is necessary to establish a scientific,effective and fair interest connection relationship and firmly grasp the key core of the interest connection mechanism of targeted poverty alleviation industry.Longju town in Wanzhou District is one of the 18 towns and villages in deep poverty in Chongqing,which characterized by backward agricultural infrastructure,difficult natural conditions and great difficulty in poverty alleviation.Notably,this study has been to carried out based on questionnaire survey and field visits focusing on poverty alleviation by industry in Longju town.Then,we summarizes several typical industrial organization models of the characteristics of benefit coupling mechanism,combined with statistical analysis results of the questionnaire data,from four dimensions of interest participation mechanism,interest distribution mechanism,interest expression mechanism and interest supervision mechanism.Three kinds of typical industrial organization pattern,namely,“Dengtai mode”,“Xiangdong mode”,and“Wutong mode”,are analyzed from the viewpoint of the four benefit connection mechanisms.Next,both the prominent problems among benefit connection mechanisms of the three modes and the causes of the problems are evaluated from the perspective of farmers,operators,the village collective and government.More specially,for the“Dengtai mode”,some suggestions that strengthening policy publicity,setting up successful models,enhancing farmers' participation,increasing capital guarantee,expanding operation scale and increasing farmers' income are proposed in this manuscript.And,information sharing,risk sharing and the internal management level enhancement of the company are put forward for the“Xiangdong mode”.The creative suggestions on how to build a multi-party risk sharing mechanism are put forward for the “Wutong mode”.In conclusion,this manuscript puts forward policy suggestions to improve the benefit connection mechanism of targeted poverty alleviation in Longju town from three aspects,i.e.,constructing the institutional guarantee of the benefit connection of industrial targeted poverty alleviation,strengthening the organizational guarantee of the benefit connection of industrial targeted poverty alleviation,and increasing the investment of industrial poverty alleviation fund.
