Research On Beijing's Agricultural Socialization Service

At the beginning of the 21 st century,Beijing has established urban modern agriculture as a development direction and has become a banner for China's agricultural modernization.Exploring the development of Beijing's agricultural socialization services is of vital importance to the healthy development of Beijing's agriculture.Based on the existing literature on agricultural socialization services in Beijing,this paper defines the definition of agricultural socialization services and analyzes the specific experiences of urban agricultural socialization services in Tokyo,Taiwan,and Shanghai.Perfect agricultural association services and a well-defined public service system and innovation in rural financial service models.Then,this paper analyzes the three historical stages of the development,rapid development and transformation optimization of Beijing's agricultural socialization service development,as well as its system composition and main service content.In this context,this paper conducts research on Beijing's agricultural socialization service model,including the typical model-"enterprise + government + farmer" model,"company +(base)cooperative + farmer" model and "party organization + professional cooperative + farmer " Mode,and innovation model-"government purchase service" model,"land custody service" model and "Internet +agricultural service" model.From the typical cases and innovative models of different service models,the overall development of Beijing's agricultural socialization services is explored.This study has found the following problems in the development of Beijing's agricultural socialization services from the aspects of government,cooperative organizations,enterprises and information construction: Firstly,the government's function orientation is confused because of lacking of cooperation among departments and lacking of financial support for agricultural socialization service.And the service evaluation and supervision system is weak.Secondly,the lack of technical service support is obvious in the rural cooperative economic organizations.There are a great part of farmers who do not know about them or misunderstand them.And the financial service is not enough.Thirdly,relevant enterprises are difficult to play their leading roles with the single sale model and insufficient brand awareness.Fourthly,the construction of information service platform is blind leading to the phenomenon of "the universal information island".In response to these problems,this paper puts forward corresponding suggestions.
