Industry-university-research cooperation is an important part of national science and technology innovation system.It's an important measure to promote scientific and technological progress,achieve innovation-driven development and build an innovative technological power.The mode of cooperation between industry,university and research institutes has changed from the initial simple school-enterprise cooperation to the systematic cooperation of multi-agent participation.The form and scale of cooperation are constantly growing.However,some problems arise during the process of cooperation,such as different interests of the participating entities,lack of motivation mechanism,and the low conversion rate of results,which cause that the results of many industry-university-research cooperation projects have not reached the expected level.How to improve the efficiency of cooperation,reduce the internal frictions of the cooperation system,and develop an effective evaluation system are important issues in the theoretical research and future development of the industry-university-research cooperation system.This thesis combination theory and method for harmonious management to analyze the harmony of the system in seven aspects: system quality,system strength,system function,system structure,system control,system internal environment and external environment.It will obtain literature collection,interviews and open questionnaires parts to collect data for the harmony of the industry-university-research cooperation system.It is coded and classified by rooted theory,and a three-level index system for the evaluation of the harmony of industry,university and research cooperation system is constructed.Establish the evaluation model of the harmony degree of the industry-university-research cooperation system.Firstly,the disharmony matrix is constructed on the basis of seven aspects of system composition.Moreover,the sigmoid function is used to process the fuzzy evaluation data,so that the numerical changes in the discordant matrix of the industry-university-research cooperation system are closer to the actual situation.The improved analytic hierarchy process is used to determine the weight of each part,after that the harmony matrix is determined.The harmonious matrix is used to determine the harmony of the industry-university-research cooperation system.The ideal value cannot be obtained in the evaluation of harmony,but the system harmony can be improved by system optimization.The optimization of industry-university-research cooperation system is divided into two parts: diagnosis and optimization.Firstly,the system diagnosis is carried out.The D-C two-dimensional network analysis plane is used to arrange the optimization order of each part of the cooperation system.The part with high degree of disharmony and low degree of restriction is taken as the preferred optimization problem,which can reduce the steps of system optimization and improve the optimization efficiency.Furthermore,considering resource rigidity and resource flexibility,the theoretical optimization model of the industry-university-research cooperation system is constructed to provide reference for the optimization of the industry-university-research cooperation system.The scientificalness and operability of the evaluation and optimization methods of the industry-university-research cooperation system are verified by using case studies.Finally,the main conclusions and future research prospects are given according to the research results.
