The technological innovation of industry-university-research cooperation can moreeffectively optimize the allocation of technological resources and fuel economicdevelopment while improving ability of independent innovation, to achieve the purpose ofbuilding an independent innovative country. But since the 90's, the results ofindustry-university-research cooperation are not very obvious. To resolve this problem, weneed to fmd a good point, based on which we can start the cooperation more reasonably.The key is to evaluate the cooperation reasonably, and the evaluation of technologicalinnovation is necessary since it plays an important role during the whole process ofcooperation. Then the main elements that effect the technological innovation ofindustry-university-research cooperation can be revealed, by which we can develop thecooperation more effectively.About the current situation of industry-university-research cooperation at home andabroad, the author has done a lot of research both theoretically and practically, includingthe theoretical basis and main elements that effect the development of the cooperation.This paper analyses the characteristics of the technology innovation ofindustry-university-research cooperation, based on which we can extract the scientificevaluation of industry-university-research cooperation mainly from the perspectives ofinput and output, meanwhile using the factor analysis theory to set up a set of perfectevaluation system. We get the empirical evaluation of the results of technology innovationof industry-university-research cooperation, then analyze the results of evaluation and givethe feedback. Through the inner link of system dynamics, we can predict the currentsituation of the cooperation in government, enterprises and university with the help ofprofessional software. According to tracking feedback, we can effectively enhance ourability of technology innovation, and improve our country's economic growth.According to the results of the evaluation system, the top five on the list areGuangdong, Jiangsu, Peking, Shanghai, Zhejiang, while the last five are Tibet, Hainan,Qinghai, Ningxia and Xinjiang. From the prediction of the professional system dynamics software, it shows that the main elements that can affect the whole cooperation should beconsidered as the basis of the evaluation. To summarize, well-developed economic market,high level education and technology areas and high level economic life are the mainelements that can result in the the ability improvement of technology innovation.
