Research On Poverty Alleviation Effect Of Agricultural Insurance Based On AHP

Agriculture is the prerequisite for the development of other industries in the national economy,but its interests are often threatened by various risks.According to statistics,a total of 1,8478.1 thousand hectares of crops have been affected by various natural disasters in China in 2017,with an economic loss of 301.87 billion yuan.Agricultural insurance is an important measure to perfinently transfer agricultural risks,implement post-disaster compensation,boost agricultural production and increase farmers’ output.Driven by the financial policy of subsidizing premiums,the development prospect of agricultural insurance in China is very promising in recent years.But at present,China has not formed a complete and systematic poverty alleviation system of agricultural insurance.Therefore,agricultural insurance has not shown obvious effectiveness in resisting agricultural risks and assisting poverty alleviation work.As a major agricultural province,the cultivated land area of Sichuan is about 58.6 million mu,with multiple landforms such as basins,plains and mountainous areas.It is prone to cause natural disasters due to great climate change.But the influence of the drought and the flood to the agricultural production is relatively big,it has affected farmer’s production and the life seriously.Taking Sichuan province as an example,this paper intends to use the hierarchy analyse process to evaluate the poverty alleviation effect of its agricultural insurance,and puts forward the optimization method and safeguard measures of the poverty alleviation mechanism of its agricultural insurance.For example,we should continue to increase government support for agricultural insurance,expand the scope of subsidies and increase the proportion of compensation,pay attention to the innovation of agricultural insurance products and systems,effectively control moral hazard or establish a mechanism for adjusting prices of agricultural products.This paper analyses the effects of regional poverty alleviation from the perspective of agricultural insurance,which is conducive to deepening the development and research of poverty alleviation in poverty-stricken areas,and provides theoretical basis for the research of poverty alleviation policy in remote mountainous areas and ethnic minority areas.
