The Xinjiang Uygur Autonomous Region is located in the northwestern border of China,and the shortage of water resources has become a key limiting factor for local agricultural development.The contradiction between supply and demand of water resources is particularly prominent.The distribution of water resources in time and space is uneven,and the water supply structure is unreasonable,the utilization efficiency is low.and in recent years,continuous drought,water shortage become more and more serious,water shortage has seriously restricted the social economy of the region's sustainable development.At the same time,Xinjiang is an important cotton producing area in China.It has the unique resource advantage of suitable cotton growth.Cotton water has a large proportion in agricultural water use.The water use efficiency of cotton has an important relationship with the sustainable development of Xinjiang's agriculture.Solving the contradiction of water supply in Xinjiang agricultural area not only depends on the development of various Water-saving technology,but also needs to be supported by certain policy management.In recent years,governments at all levels of the autonomous region have tried to find new kinetic energy for the further development of Xinjiang's economy by adjusting,optimizing and upgrading the entire industrial structure.Therefore,how to carry out rational water resources development and utilization,carry out efficient water resources allocation,and make limited water resources play more economic benefits,which has important practical significance for solving the problem of agricultural water shortage in Xinjiang.Virtual water not only contains irrigation water during the growth of crops,but also incorporates the amount of green water resources consumed into the calculation system,which brings new ideas for optimizing water resources allocation in drought-scarce areas and breaking agricultural water shortage bottlenecks.Based on the theory of virtual water and virtual water strategy,this paper first analyzed the temporal and spatial distribution of virtual water content in Xinjiang,and found that since 2002,the virtual water content of cotton in Xinjiang had shown a downward trend.The virtual water content in the highest year was 8.45 m 3 /kg,while that in the lowest year was 4.57 m 3 /kg,and the regional distribution was extremely uneven.The overall north was lower than the south,and the west was lower than the east.Compared with the main crops,the virtual water value of Xinjiang cotton was further calculated.Thevirtual water value of cotton was lower than other crops,only 1.51 yuan/m3,which was 6.83 yuan/m3 less than the potato with the highest virtual water value.On this basis,the planting preferences of crops in different regions were explored,the degree of fit between the planting industry planning in Xinjiang and the planting preferences of crops in different regions was analyzed.It was found that the planting preference of crops in different regions had a high degree of fit with the planning and layout of crops in the autonomous region;Secondly,it is predicted to adjust the environmental impact of cotton planting structure,found that by using the virtual water strategy to adjust the cotton's layout structure,The water consumption,ecological environment and social environment have been improved to some extent.Combining the actual situation in Xinjiang,the scale comparative advantage,efficiency comparative advantage and comprehensive comparative advantage of Xinjiang cotton and other major cash crops are included in the reference,which increased the applicability for the adjustment of cotton layout in Xinjiang.Taking into account the the virtual water content,virtual water value,planting preference and comprehensive comparative advantage of Xinjiang cotton,the suitability of cotton planting in 14 prefectures in Xinjiang is divided into four zones,namely:(1)unsuitable planting area: Urumqi,Turpan,Altay,Hetian;(2)Less unsuitable planting areas: Hami,Changji,Kyzylesu and Kashgar;(3)less suitable planting areas: Karamay,Yili,Tacheng,Bazhou;(4)Suitable Planting areas: Aksu and Bortala.Finally,from the perspective of virtual water,suggestions for the adjustment of cotton layout in Xinjiang were proposed.
