As Chinese economy enters the new normal and the economic growth rate changes from high to medium high speed,the Chinese economy also urgently needs to find a new development power.Therefore,changing the traditional extensive growth mode and relying on the improvement of innovation ability and efficiency,Has become the necessary way of economic development.As a knowledge-intensive and technology-intensive industry,high-tech industry gathers a large number of high-end talents and advanced technology,which is the cradle of innovation and an important way to transform scientific and technological achievements.As an important strategic reserve zone of our country,the Yangtze River Economic Belt is known as the "high-tech corridor" in China because of its intensive high-tech industrial parks at the national level and the provincial and municipal levels in the 11 provinces and cities along the route.Therefore,the Yangtze economic belt will undoubtedly become the main battlefield for accelerating the transformation and upgrading of high-tech industries in China.It is of great practical significance to study the innovation efficiency of high-tech industry in the Yangtze economic belt,to transform and upgrade the regional industrial structure,to develop the regional economy with high efficiency and quality,to improve the innovation ability of our country and to realize the innovative national strategy.After analyzing the background and significance of the research on the innovation efficiency of high-tech industries in the Yangtze Economic Belt,this paper analyzes the current situation of its input-output,and then based on the Statistical Yearbook of High-Tech Industries,DEA-BCC model is used to analyze the innovation efficiency of the high-tech industry in the Yangtze economic belt from 2008 to 2017,and the dynamic analysis is carried out by using the Malmquist index method.Finally,DEA-Tobit two-step method is used to explore the main factors that affect thehigh-tech industry in the Yangtze economic belt.On this basis,the countermeasures and suggestions to improve the innovation efficiency of the high-tech industry in the Yangtze River Economic Zone are put forward.The results show that: first,the average value of comprehensive efficiency of the Yangtze economic belt is 0.86,and the upper middle and lower reaches show obvious "V" shape,that is,the comprehensive efficiency is the lowest in the middle reaches,the second in the upper reaches and the highest in the lower reaches.Second,the pure technical efficiency of the Yangtze River economic belt fluctuates little and is stable above 0.9 in recent years.Subregionally,the pure technical efficiency of the swimming area is still the first,followed by the upstream region,and the lowest in the middle reaches.Third,on the whole,the scale efficiency of each region is higher than that of pure technical efficiency,which is different from the comprehensive efficiency and pure technical efficiency.The scale efficiency of the three major regions of the Yangtze River Economic Belt is no longer "V" shape.Even after 2012,the midstream area is ahead of the upstream and downstream regions in scale efficiency.Fourthly,from the dynamic results of the efficiency of high-tech industries in the Yangtze Economic Belt from 2008 to 2016 calculated by the Malmquist index method,it can be seen that both the total factor production index and the technological progress index are on the rise,and the comprehensive efficiency index is decreasing.And technological progress is the main reason of total factor productivity increase.Fifth,from the point of view of influencing factors,regional economic strength and R & D investment have a significant impact on the upper,middle and lower reaches of the three major regions,R & D spending three regions show a negative impact.In addition,the level of industrialization And laborer's quality has the promotion function to the downstream area,the government support only has the positive influence to the upstream area.
