As China's economic development enters a new normal,technological innovation has become an important way to increase the core competitiveness of the industry and enhance China's overall national strength.As a typical innovation-driven industry,the high-tech industry is a key supporting force for improving China's competitiveness.However,the development of high-tech industries is uneven among regions in China.As the most important inland economic zone in China,how to effectively optimize the allocation of innovation resources for high-tech industries in the Yangtze River Economic Belt and improve the efficiency of technological innovation in the high-tech industries in the Yangtze River Economic Belt? And one of the important problems faced by China in implementing the innovation-driven strategy and building an innovative country.This paper takes the technological innovation efficiency of the high-tech industry in the Yangtze River Economic Belt as the research object.Based on the research of domestic and foreign literature and related theories,the DEA model with variable returns to scale is used to process and analyze the data.The main research contents are as follows.First,through a large number of domestic and foreign technical innovation efficiency literature,to build a high-tech industry technology innovation input-output indicator system in the Yangtze River Economic Belt.Through a detailed analysis of the input and output of technological innovation in the high-tech industry in the Yangtze River Economic Belt,it was found that the level of technological innovation in the high-tech industry in the Yangtze River Economic Belt increased from 2009 to 2017 year by year;regional differences have eased,but the situation Still grim;there is a big gap with the major foreign developed countries.Secondly,through the use of DEA-Malmquist model to calculate and analyze the technological innovation efficiency of 11 provinces and cities in the Yangtze River Economic Belt from 2009 to 2017 in detail from a static,dynamic and multi-stage perspective,it is found that the technological innovation efficiency level of the high-tech industry in the Yangtze River Economic Belt in recent years is not high and overall There is room for improvement in the downward trend of volatility.Again,through detailed analysis of factors that may affect the efficiency of technological innovation,on the premise of sorting out a large number of literature materials,we explore the relevant conditions of factors such as the intensity of resource input,the intensity of personnel input,the degree of opening to the outside world,the scale of enterprises,the intensity of industry,university and research,and the degree of government support.By using the panel Tobit model to calculate the factors influencing the innovation efficiency of 11 provinces and cities in the Yangtze River Economic Belt,it is found that in the stage of scientific and technological research and development,the growth ability of enterprises and the intensity of production,education and research have a positive impact on the level of technological innovation efficiency;It has the effect of improving the efficiency of technological innovation in the economic transformation stage,and the scale of the enterprise and government support have a negative effect on the efficiency of transformation.Finally,in order to improve the technological innovation efficiency of the high-tech industry in the Yangtze River Economic Belt,the enterprise level should reasonably coordinate innovation resources and increase the transformation capacity of scientific research achievements;the industry level should further promote the collaboration of industry,university and research institute,and optimize the industrial layout;the government level should clarify the key development policies and improve Intellectual property protection system.
