With highly developed economy and dense population,the Yangtze River Delta is one of the most concentrated areas of big cities in the world,forming a highly competitive world-class city group.In order to better play the role of the Yangtze River Delta in opening up,the regional economic integration of the Yangtze River Delta will become a national strategy in 2018.From the industrial level,the Yangtze River Delta is very developed in High-tech industries,with 34 national High-tech industrial development zones,accounting for 19.7% of the total number of national High-tech industrial parks.The development of high-tech industry in the Yangtze River Delta region has achieved remarkable results.Only from 2010 to 2017,the annual growth rate of main business of high-tech industry has reached more than 10%,and there is a trend of accelerated growth.Technological innovation is the source of the core competitiveness of high-tech industry.Only by constantly improving the ability of independent innovation,can we continuously improve the competitiveness of high-tech industry and make China become a manufacturing power.The paper analyzes the current situation and characteristics of high-tech industry development in the Yangtze River Delta region,with the help of input-output model and statistics of China’s high-tech industry in 2010-2018,the paper uses the method of DEA to evaluate the static efficiency of High-tech industry technological innovation,and Malmquist index to evaluate the dynamic efficiency of technological innovation,and analyzes China’s High-tech industry technological innovation from 2010 to 2017.Finally,using DEA Tobit two-step method to study the influencing factors of promoting the development of high-tech industry in the Yangtze River Delta from the overall level and regional level.The paper draws the following conclusions through empirical research.First,during 2010-2017,the average comprehensive efficiency of high-tech industry in Yangtze River Delta is 0.835 by using DEA-BCC model.According to the comprehensive technical efficiency value in 2010-2017,there are both provinces with relatively lessinvestment,such as Anhui,and provinces with more investment,such as Jiangsu,among the regions with effective state.The results show that the level of efficiency value has little to do with the amount of investment,mainly due to the rational allocation of resources.Second,the pure technical efficiency value of the Yangtze River Delta has been effective state for six consecutive years in 2010-2017.From a regional perspective,the pure technical efficiency of Anhui Province and Shanghai reached the DEA effective state in 2017,followed by Jiangsu Province and Zhejiang Province.In recent years,both Jiangsu and Shanghai have achieved effective state,which shows that these local management levels and systems have been improved;the pure technical efficiency of Zhejiang has declined in 2016 and 2017,and the management level needs to be improved.Third,the High-tech industry in the Yangtze River Delta region is in the state of decreasing returns to scale in 2010-2017,which shows that innovation input is not directly proportional to output,and increasing innovation input is not conducive to output more innovation results.Fourth,using the Malmquist index method to calculate the dynamic changes in the innovation efficiency of High-tech industries in the Yangtze River Delta region from 2010 to2017,the average TFP index and the technological progress index both showed an upward trend.Fifth,from the perspective of factors influencing innovation efficiency,R & D intensity,market structure,and labor quality have a positive impact on the innovation efficiency of High-tech industries in the Yangtze River Delta region.The scale of enterprises has no significant effect on the innovation efficiency of High-tech industries in the Yangtze River Delta region.The regression coefficient is positive,which has no obvious promotion effect,and the role of government support is not obvious,but the return coefficient is negative,which has an obvious inhibition effect.This is related to the long-term pursuit of the government’s goal and the imperfect capital supervision system.
