Application Research Of PPP Mode In The Construction And Operation Of Affordable Housing

The affordable housing project is an important livelihood project that can enhance people's well-being,safeguard and improve people's livelihood,and enhance people's sense of well-being,happiness and security.However,in recent years,the demand for affordable housing by low-income groups has been increasing,and the government's financial investment in affordable housing has been significantly insufficient.At the same time,in the construction and operation of affordable housing,the government also has problems such as inefficiency,excessive concentration of risks,and urgent need to improve management and maintenance.Whether in theory or in practice,the PPP model(public-private partnership)has a positive effect on easing government financial pressures,filling the funding gap,rationally sharing risks,improving public service levels,and optimizing social resource allocation.The introduction of the PPP model in the field of affordable housing is of great significance to solving the dilemma of insufficient supply of affordable housing,improving the welfare level of all members of society,and achieving social harmony and stability.This article will focus on the following three aspects.First,what are the affordable housing and problems in development;second,the adoption of the PPP model in the field of affordable housing,how to effectively solve the problems in its development;and third,what are the specific applications of the PPP model in affordable housing.Questions and suggestions for further optimization.The first part of the article mainly expounds the background and research significance of this paper.The second part mainly introduces the definition of affordable housing and PPP mode,and elaborates on the theoretical basis of affordable housing--public goods theory,welfare pluralism theory and fair efficiency theory.The third part mainly introduces the government responsibility in the field of affordable housing and the development status of affordable housing.The fourth part discusses the case study of using PPP mode to build affordable housing.Firstly,an overall introduction to the application status of PPP mode in the field of affordable housing is given.Secondly,the fourth batch of national demonstration projects are selected from the PPP project library of the Ministry of Finance--PPP of urbanization infrastructure construction in Shangli County,Pingxiang City,Jiangxi Province.The operation management of the project is analyzed.Finally,summarized the problems of PPP mode in the construction and operation of affordable housing.The fifth part is to improve the application of PPP mode in the construction and operation of affordable housing,and propose corresponding optimization suggestions for existing problems.The sixth part is the summary and outlook of the full text.
