With economic development and improve people’s livelihood in recent years,the weight of the work of the government into the housing problems of therelationship between the basic necessities of life, will naturally become an importantcomponent of the government livelihood projects. The housing is a basic humannecessities of life, welfare and security of property has a strong ability to meet thehousing demand of the masses is a direct impact on people’s quality of life and socialstability, access to adequate housing has been low that basic human rights of citizens.Therefore, to protect a resident’s right to meet the housing needs of the masses hasbecome the bounden duty of modern government and obligations. Especially tosolve the housing problems of low-and middle-income groups has become the focusof the government’s work. At present, as an important social security systems andmeasures, affordable housing as governments around the world people, especiallythe important measures that the housing problems of low-and middle-income peoplegenerally.At the end of the last century, China becoming the reform of the housing, realestate market has developed rapidly.Followed by a surge in housing prices, muchhigher than the income growth rate, the low-income housing a growing problem.Tosolve this problem, China began to implement affordable housing system, greatefforts to build affordable housing.After several years of development, affordablehousing construction has made great achievements, but also there are many problems,the root of these problems is the lack of government responsibility.In this context, the paper generally follows the "questions-analysis of theproblem-to solve the problem," the basic idea.n the first chapter is an introduction,the main analytical background and ask questions, analyze the ideas and methods ofthe study. The second chapter is to introduce the theoretical basis for governmentresponsibility in the construction of affordable housing, and thus analyzed in Chapter III of the Government’s responsibility. The fourth chapter describes the course of thedevelopment of affordable housing and achievements, discuss issues and lack ofgovernmental responsibilities.
