A Study On The Government 's Responsibility In The Construction Of China' S Affordable Housing

As the residents’daily lives’basic means of subsistence, houses are people’s living shields. The right of living is the basic right for person, is the important part of the right to survival and the right of development, which should be protected by the government. With the process of the reform and opening, China’s urbanization and industrialization move forward quickly, but the problem of housing become sharper, especially for the middle-and low-income families. For defusing a tense situation of citizen housing, guaranteeing the middle-and low-income families’rights of housing, controlling overtop housing prices, maintain real estate industry’s healthy and stable development, the government should establish multilevel housing supply system which mainly is affordable housing.Since1949, China has discussed the safeguards system of housing. From the view of current policies, the safeguards system of housing contains the housing fund policy, the affordable housing policy and the low-rent housing policy. The affordable housing system is the result of China housing system reform and has been set as the main part of housing supply system. Through16years development, the affordable housing policy has gained a lot achievement while its defect become more and more obvious, which makes the government and scholars think a lot. The writer chooses the government’s responsible as a new angle of view to research the affordable housing policy, trying to discuss the responsibility that the government should take on establishing the affordable housing system and to analyze performance and reasons why its responsibility of the government is lost, to put forward the advice for the government on strengthen responsibility of the affordable housing system, on the theory of the affordable housing policy and the government responsibility. According to above clues, the article could be divided into three parts:The first part, including the Chapter2and Chapter3, is the theory analyze of the development of the affordable housing system and the government corresponding responsibility. The writer uses the method of history-investigating to analyze the connotations of the affordable housing policies in different history periods and according to this, concludes the three development stages of the affordable housing policies. Meanwhile, the writer takes multidisciplinary views, as politics, economics and other3disciplines, and from crosswise and lengthways, two dimensionalities to discuss the connotation of the responsibility of the government on the affordable housing policy. And the writer analyzes the real situation of the affordable housing development to ensure the government’s specific responsibilities of policy-formulating, law-guarantee, financial-support, market-supervision, through the affordable housing development,The second part, including the Chapter4and Chapter5, analyzes performance and reasons why the responsibility of the government is lost. The writer combines the government responsibility analyze and the supply system of the affordable housing, from the five links of investment, construction, supply, apply and quit, and the actual problems happened in the development of the affordable housing to analyze the government’s specific responsibilities. On this base, the writer explores the natural reason from the aspects of value orientation, conflict of interest and supervising system. Especially on the aspect of conflict of interest, the writer uses game theory to analyze the interest conflicts between central government and local government, between local government and property developers.The third part, including the Chapter6, is the advice for strengthen the government responsibility on the affordable housing system. According to the four government responsibilities and morality responsibility, the writer put forward that the morality responsibility requires the government strengthening the consciousness of responsibility; the responsibility of policy-formulating requires the government reforming the decision-making mechanism; the responsibility of law-guarantee requires the government completing laws and regulations; the responsibility of financial-support requires the government increasing financial input; the responsibility of market-supervision requires the government completing systems of supervise, evaluation and accountability. Above systematic and minute measures provide the guiding suggestions and point out the future developing direction for the affordable housing system established by the government.
