Since the 21 st century,the issue of trade facilitation has received much attention internationally.The quality of infrastructure,the transparency of government decision-making,the complexity of customs procedures,and the use of e-commerce will directly affect the level of trade facilitation in each country.At present,all countries are promoting the development of trade facilitation by vigorously promoting infrastructure construction,improving customs and regulating the environment.In addition,after the 2008 financial crisis,the BRICS countries developed rapidly and their economic growth rate remained at a relatively high level.With the further development of the BRICS countries' economic development in recent years,trade flows are also growing steadily.However,due to the generally backward infrastructure of the BRICS countries,trade barriers are prevailing,and the related system construction is not perfect enough.The construction of trade facilitation put forward higher requirements.This paper focuses on the analysis of the trade basic conditions of the BRICS countries and the measurement of the level of facilitation.This paper refers to Wilson's(2003)and other methods to quantify trade facilitation from four aspects :e-commerce,customs environment,port efficiency,and regulatory environment.In these four perspectives,12 second-level indicators will be set up to build a measurement system to measure the level of trade facilitation in BRICS countries.In the empirical aspect,the measured trade facilitation indicators are added to the gravity model in turn,and the measurement data of China and BRICS 2008-2017 is used for regression analysis using the measurement software Stata15.1.The results show that the importing country's GDP and the level of trade facilitation of exporting countries have an important impact on increasing trade flows,and the level of trade facilitation in exporting countries has the strongest ability to promote trade volume among all explanatory variables.The regression results of the four first-level indicators show that they have different influences on the trade volume of agricultural products,and the effect of port efficiency of importing and exporting countries is not obvious,while the customs environment,regulatory environment and e-commerce of exporting countries can promote agricultural products.The increase in trade volume,in which the customs environment of the exporting country has the greatest promotion effect.Finally,recommendations are made on how to improve trade facilitation and how to promote bilateral agricultural trade.The level of trade facilitation will varyaccording to the level of economic development among countries.The level of trade facilitation between BRICS and Western developed countries is very different.The BRICS need to continuously improve the level of trade facilitation to narrow the gap,which will benefit the The better development of agricultural trade between China and the BRICS countries,the BRICS countries should continue to strengthen trade facilitation construction on the basis of existing trade facilitation and better promote the development of bilateral agricultural trade.
