Since 2013,Chinese President Xi Jinping put forward "The Belt and Road Initiative",China has gradually increased the contact with the countries. But it should be noted that there is still a large room for improvement the trade level between China and most countries.Since the "subprime mortgage crisis",China's economic development rate has slowed down gradually. It has been the current main task to increasing china's trade exports and keeping china's economic growth rate with a reasonable range. In the area of international trade, improving the level of trade facilitation often been chose to promote the growth of the trade between the two sides. In order to improve the export of our country,it has great significance to measure the level of trade facilitation of the countries along "The Belt and Road Initiative" and find out the main factors that block the export of China's foreign trade. In this paper,I want to deals with three issues:how is the level of trade facilitation of the countries in "The Belt and Road"?Does trade facilitation have a positive effect on China's exports? Is the role of the four first-tier indicators in the trade facilitation index system on the export of our country? In view of these three problems, this paper constructs a set of four first-level indicators(port efficiency, customs and trade environment, regulatory environment, finance, financial and e-commerce)and twenty secondary indicators of trade facilitation index system with the study of relevant theories and literatures and the actual situation of "The Belt and Road".And then with using the analytic hierarchy process and yaahp software, the secondary indicators has been given the weight assignment. And finally I got the level of trade facilitation of 47 countries of the "The Belt and Road" in the 2011-2015.From the results of the level of trade facilitation,It can be seen that the level of trade facilitation in most countries along "The Belt and Road" is low,and only a few countries such as Singapore and the United Arab Emirates are in a very convenient stage, and other countries are generally convenient and inconvenient stage.China's trade facilitation level is in the general facilitation stage, and there is still a big gap with the countries of higher levels of trade facilitation. In the empirical analysis between the level of trade facilitation and China's export, this paper uses the analytical method of the extended gravity model, and the level of trade facilitation of the countries along the "The Belt and Road" and three countries field(East Asia,Southeast Asia and South Asia countries field,Central Asia,West Asia and Africa countries field and Central and Eastern Europe countries field)were analyzed with mixed least squares method, and the result is trade facilitation level could promote the countries of the "The Belt and Road" and three countries regional trade exports. Finally, the four first-level indicators which make up the trade facilitation index system are used to analyze the export of the country along the country as the above the export of the three countries. The trade facilitation Level indicators are the promotion of China's trade exports;for different regions of the country, trade facilitation of the primary indicators of the impact of different exports of trade conclusions. Finally, according to the conclusions drawn from the previous analysis, the relevant policy suggestions are given from the domestic and foreign perspectives. In terms of domestic proposals,we should actively improve our own level of trade facilitation. In terms of foreign proposals,China should actively strengthen cooperation with countries along the "The Belt and Road" to continuously optimize the level of trade facilitation between the two sides.
