| The PPP project has developed rapidly since its rise and has played an important role in industrial restructuring,technological innovation,and infrastructure.Although the PPP project is more and more standardized at the policy and legal level,based on the complexity of the PPP project,it is co-operated by the private enterprise,private capital and the government.There are many stakeholders involved,and the management level of each party is uneven.The life cycle is long,there are many control and handover links,and the relevant policies are not perfect.In addition,there are many unpredictable factors in the actual operation of the PPP project,which leads to huge risks for PPP projects.At present,the research on risk analysis and risk management of PPP projects has gradually matured.Based on the previous research on risk assessment analysis,this paper combines AHP and cloud model theory to achieve risk assessment of PPP projects.Empirical analysis.This paper first studies the current situation of risk assessment research of PPP projects at home and abroad.By summarizing the relevant literatures,21 major risk factors of PPP projects are obtained,and the weight of each risk factor is calculated by AHP.Secondly,the golden section method is adopted and the risk review set cloud model is established through the cloud model.The risk factors are scored through expert survey,and the comprehensive risk value is obtained by using cloud model calculation and risk factor weights.Compare it with the risk review set cloud model to get the PPP project risk level.Finally,the model was verified by the example of PPP project of Weishanzhuang town town sewage treatment project in Daxing District.Based on the evaluation results,the corresponding countermeasures were proposed.The validity and feasibility of the constructed AHP-Cloud model in the risk assessment of PPP projects are proved by case verification.It provides a reference for the application of AHP-Cloud model in PPP project risk assessment.Figure22,Table 24,reference 51. |
