In recent years,the volume of express delivery has increased dramatically with the development of e-commerce,which has brought great pressure to the end distribution.In order to solve the high distribution cost,low efficiency and negative externality of"delivery",e-commerce or express companies have carried out "pickup".In actual operation,the "pickup" mode has exposed new problems:firstly e-commerce or express companies individually establish "pickup" points,which causes waste of social resources;secondly couriers directly deliver express to "pickup" points without communication with customers,which causes the "received" problem of express.In order to solve the existing problems in the current end distribution mode and promote healthy development of the express industry,this paper proposes to establish end joint distribution point that provides both "pickup" and "delivery" under the guidance of the "Provisional Regulations for Express Delivery".The distribution system consists of urban distribution center,end joint distribution point and customers.In the upstream,e-commerce or express companies delegate the "last mile" to end joint distribution point.In the downstream,the distribution point provides "pickup" or "delivery" according to the customers' choice.This paper analyzes the operation mode,operation process,income and cost of single distribution point.It is concluded that employment cost is the main operating cost in the distribution point.Scheduling reasonable personnel who provide"pickup" and "delivery" to complete the distribution task is of great significance to reduce the operating cost of the distribution point.The distribution point schedules personnel according to customers' choice of "pickup" or "delivery",thus this paper determines to use personnel scheduling of end joint distribution point as core problem to be studied based on the customers' choice.Firstly the distribution point divides 1 day into multiple service time windows and provides "pickup" and "delivery" under each time window.Customers can choose"pickup" or "delivery" mode and time window of selected mode.This paper uses the distance of "pickup" and waiting time of "delivery" to describe the customers' choice of"pickup" or "delivery" mode and time window of selected mode.And then construct customer selecting model based on distance of "pickup" and waiting time of "delivery"to obtain the demand of "pickup" or "delivery" under each time window within one day.Secondly,according to the demand of "pickup" or "delivery",the distribution point complete to schedule personnel who provide "pickup" or "delivery" under each window within one day.The subject and object involved in personnel scheduling are end joint distribution point and customers.So this paper constructs personnel scheduling model with minimum personnel scheduled and maximum customer satisfaction in order to reduce employment cost and improve customer satisfaction.From the perspective of distribution point,minimizing the number of service personnel scheduled can reduce employment cost within one day;from the perspective of customers,maximizing customer satisfaction with "pickup" or "delivery" can enhance the "receiving experience"within one day and then improve the core competitiveness of distribution point.By establishing the multi-objective model to characterize the interaction between distribution point and customers,it is in line with actual scenarios.Finally,through the example solution,the distribution point can obtain personnel scheduling scheme in the specific scenario.This paper analyzes the sensitivity of multi-target weights,the number schedulable personnel and the duration of service time window.On the one hand,sensitivity analysis of the influencing factor verifies the validity of the model,on the other hand,it provides the decision basis for the distribution point to schedule personnel who provide "pickup" and "delivery" in different strategies,different stages and different scenarios.There are 33 figures,11 tables,79 references in this dissertation.
