Research On The Contract Management Of Metro Construction Project In China

In recent years,rail transit has developed rapidly in China and the number of metro construction projects has gradually increased.Due to the large scale of the metro construction project,the large number of participants,the complex specialties,and the significant impact on the social environment,its contract management has more difficulties and challenges.However,the existing research of the metro construction project contract management in China are still very few.Based on the results of literature review,this paper takes metro construction in China as the research object,with the methods of questionnaire survey and case analysis,and divides the whole process of rail transit into two stages: contract formation and contract fulfillment.The following three objectives have been established:(1)Identify contract management issues based on the whole contract process of the metro construction project;(2)Propose effective countermeasures for the contract management issues of metro construction projects basing on the whole contract process;(3)Develop The contractual integration management framework(CMIFMCP)of the Metro Construction project basing on the whole contract process.This article is divided into five parts.The first chapter is The Introduction,introducing the industry background and current situation of metro construction in China,putting forward the research objectives and the significance of this paper,and determining the research methods and the technical route of research.The second chapter is the Basic Theory.It introduces the basic connotation of metro construction and contract management.It uses the literature review method to identify the problems of contract management of metro construction projects,and summarizes the main countermeasures for the contract management issues of metro construction projects.The third chapter is the Questionnaire Survey and Statistical Analysis.The descriptive analysis of the collected questionnaires leads to the preliminary research conclusions of the three research objectives.The fourth chapter is the Model-Build.Based on the whole contract process of the metro construction project,combining with the further analysis of multiple cases,the Contract Management Integration Framework of Metro Construction Project(CMIFMCP)is constructed.The fifth chapter is the Conclusion and Outlook.The main research conclusions of this paper are summarized,and the shortcomings and future research directions are proposed.Basing on the 85 valid collected questionnaires and the results of several cases,the research's findings indicate that:(1)Defective contract clause(3.27),Non-standard contract signing(3.20),and Non-standard bidding(3.13)is the main issues in the formation stage of metro construction project.The Weak awareness to contract management(3.41),Breach of contract(3.08),Lacking of attention to contract document management(3.04)are the main problems in the contract fulfillment stage;(2)In order to effectively solve these issues,The main response measures in the formation stage of the contract are Strict contract review(3.52)and implementation of the contract model text(3.33).The main response measures in the contract performance stage are strict contract settlement(3.56),Establishing and improving contract management system(3.54),and strengthening the Management of contract Changes and Claims(3.46);(3)Based on the multi-case analysis and the results of the questionnaire survey,this paper further analyzes the issues that are easy to occur in the each stage of the metro construction projects' contract management,and puts forward effective countermeasures,and develops The Contractual Integration Management Framework of the Metro Construction Project(CMIFMCP).The research results of this paper can provide theoretical reference for domestic and foreign researchers to understand the related issues and their effective countermeasures of contract management of metro construction projects in China,and also help project manager to analyze the contract management issues and make choices.However,the questionnaire survey in this paper is carried out within the scope of Jiangsu Province,and its analysis results do not necessarily reflect the overall status of contract management of domestic metro construction projects.Therefore,conducting a wider range of empirical research is the future research direction of this topic.
