Optimization Strategies Of Sunan Rural Space Under The Background Of The Reform Of Rural Collective Construction Land Property Right System

Under the background of the Rural Revitalization Strategy,with the premise of safeguarding the natural ecological structure,promoting the common development of urban and rural economic and social development and the optimization of rural human settlements,flexible allocation and efficient use of rural land resources to create harmonic rural space.The symbiotic rural space makes the village not only retain the local customs and traditional culture,but also fully realize modern development of livable environment and appropriate industry,which has become the trend of the times.The multiple attributes of rural land determine that the land system is at a critical foundation in the systematic project of the Rural Revitalization Strategy,and is also an important component of rural institutionalized supply.Based on this background,this paper takes the rural areas of southern Jiangsu as the research object,and the problems exposed in the process of rural development are not only the regional representation and typicality of the developed areas,but also the common generality of the villages.Therefore,this study grasps the opportunities brought about by the problems in the rural areas of Sunan and the reasons for the inefficient use of collective construction land,grasps the opportunities brought about by the reform of collective construction land use system,and proposes relevant optimization strategies to correct the inefficient rural space allocation as well as promote sustainable rural development.This paper firstly defines the related concepts of “Changes of Rural Land System”,“Reform of Rural Collective Construction Land” and “Rural Space”,expounding the target of the Reform of Rural Collective Construction land,objectives,methods,and analyzes the property right system and function influence related to spatial contact angle of view of theoretical research.Secondly,starting from the logical relationship between the spatial evolution of rural villages in Sunan and the changes of land property rights system,this paper analyzes the evolution of rural space in the process of the three major rural land property rights changes in Sunan since the Reform and Opening-up,and studies through three main interaction elements follows by the capital,manpower and land,to explore the difficulties facing in developing of rural areas in Sunan.On this basis,according to the elaboration of the impact of collective construction land reform on the development of rural space in Sunan,this paper proposes the difference between the two types of collective construction land use rights: “centralized development” and “decentralized development”.According to these development patterns,this paper summarizes three main aspects of the Sunan rural space optimization path and measures: clear property rights and evaluate potential to accurately identifies the development direction of villages;empower rationally and integrate functions to organically use rural construction space;respect wills,planning first,and providing space development policy supports.Finally,taking Dacheng Village of Qianhuang Town in Wujin District as an empirical research case,through the in-depth understanding and summary of its basic situation and problems of the current situation of the space,the paper proposes a “large concentration and small dispersion mixed mode” for the development of Dacheng Village.In order to further promote land arrangement and the transfer of collective construction land usufruct,in the form of "village construction space composite unit" for using the implementation strategy of the construction of the space,formulate space implement policy guarantees for villagers-based step-by-step development.
