A Study On The Influence Factors On The Behavior Of Related Subjects On The Exit Of Homestead Orderly From The Perspective Of "Tripartite Entitlement System"

The exit of rural homestead orderly is an important step in the revitalization of the countryside.In 2018,document No.1 of the Central Committee pointed out that it is necessary to explore the ownership,the right of qualification and the right to use of rural homestead on the "tripartite entitlement system".To ensure the right to qualification of the corresponding farmers,to appropriately activate the right to use the homestead,and to activate the rural land assets.To promote the integration of urban and rural areas,document No.1 of the Central Committee in 2019 proposed that we should continue to deepen the reform of the "tripartite entitlement system" homestead system.The right to use the rural homestead under the "tripartite entitlement system" is owned by farmers,and plays a role under the supply and leadership of the government system.The rural collective economic organization is the owner of the ownership of the homestead and participates in the management of the rural collective property.who also supervise the transfer of the right of qualification and the right to use of the farmers' homestead.Therefore,from the perspective of "tripartite entitlement system",this paper probes into the influencing factors of realizing the orderly exit of homestead,excavates the endogenous motive force of the orderly exit of homestead,and realizes the synergetic coupling between the external driving force and the inner motive force of exit of farmers' homestead.It is of great practical significance to establish a more scientific and reasonable exit of homestead mechanism.From the perspective of "tripartite entitlement system",this paper start with the research ideas of "raising questions-theoretical model analysis-empirical analysis-root cause discussion-policy design".First of all,combing the related content of homestead,it was found that there is insufficient endogenous motivation for the orderly exit of rural homestead in our country.Secondly,we should fully consider the interests,roles and status of rural collective economic organizations,farmers and local governments in the process of exit of the homestead under the "tripartite entitlement system",and established the multi-agent evolutionary game model among local government,famers and rural collective economic organization to reflect the strategy adjustment and stabilization of the the different actions in the process of exit of homestead,and use MATLAB software to simulate the evolution path.The behavior of the participants and the influencing factors were simulated and analyzed,and the cooperative motivation which is beneficial to the exit of the homestead was discussed in theory.With this as the theoretical hypothesis,the structural equationmodel was used to further modify,analyze and demonstrate the factors affecting the orderly exit of homestead.It was shown that the influence of farmers' willimg,government regulation behavior and the behavior level of rural collective economic organization on the orderly exit of homestead is significant under the "tripartite entitlement system" homestead management system,among which,the government regulation behavior and the behavior level of rural collective economic organization have a positive effect on the orderly exit of homestead.Farmers' attitude towards compensation standards,the level of cognition of relevant policies,the degree of willingness to exchange homestead for compensation will affect farmers' willing,the degree of institutional innovation given by local governments,and the implementation of the punishment mechanism.The efficiency of the implementation of the relevant system will affect the regulation behavior of the local government,the cost paid by the rural collective economic organization in the process of the exit of the homestead,the long-term benefits that may be obtained will affect its behavior level,and then affect the orderly exit of the homestead.Based on the above analysis,combined with the background of the drastic changes in the current rural social structure,this paper re-examined the mechanism of the influencing factors of homestead withdrawal,and probes into the lack of endogenous motivation for the orderly exit of homestead from the level of household development.The corresponding policy suggestions were put forward some suggestions in order to provide a reference for the establishment of a more scientific and reasonable mechanism of paid exit of homestead.
