Global economic growth is accompanied by resource and environmental issues,and the concept of sustainable development with resources recycling and ecological protection as the core has become a global development strategy choice.As an important way to achieve sustainable development,circular economy is strongly influenced by technological innovation,and technological innovation has become an important method and means to solve global development problems.In the era of knowledge economy,knowledge has been regarded as an important production factor,and it has gradually become one of the most active factors in many production factors.Under the background of globalization and regionalization,international innovation activities are becoming more active,and global economic growth is greatly dependent on technological innovation.Facing the challenges brought by the wave of informationization after the stage of agriculturalization and industrialization,China insists on innovation as the first driving force for development and the strategic support for building a modern economic system.The 19 th National Congress of the Communist Party of China puts forward major strategic initiatives such as building an innovative country,taking the innovation development strategy as the national development strategy to meet the challenge of knowledge wave in the new era.The report clarifies the new positioning,new strategy and new deployment of science and technology innovation in leading development.Technological innovation plays an important role in promoting regional,regional,international to global economic growth and sustainable development.China's economic development has entered a steady state.In 2018,the economic growth rate was 6.6%,which was slower than the 8.0% growth rate during the “12th Five-Year Plan” period.Economic development has shifted from rapid growth to the pursuit of “quality” growth.However,some environmental problems such as global climate deterioration,land desertification,arable land degradation,water shortage,and water quality deterioration are also urgently needed to be resolved.Under this background,the concepts of “green development” and “low-carbon development” have emerged as the times require,and the development of circular economy has become an important way and method to realize a resource-saving and environment-friendly society.The paper evaluates the development of China's circular economy through the perspective of “regional” in geography,and explores the impact of technological innovation on the development of regional circular economy and sustainable development.It has positive significance for expanding the perspective of circular economy research,coordinating the development of regional circular economy,promoting the level of scientific and technological innovation and building an innovative country.Based on relevant theories such as regional sustainable development,circular economy and regional innovation system,the paper uses mathematical methods such as Gini coefficient and regression model,as well as spatial statistics and spatial analysis methods such as trend surface and autocorrelation.The research constructs the evaluation index system to analyze the spatial and temporal evolution characteristics and trends of regional circular economy development and scientific and technological innovation level,and analyzes the impact of technological innovation and other factors on the development of regional circular economy.This finds out the problems in the process of scientific and technological innovation development and proposes countermeasures.The paper mainly formed the following conclusions:(1)The regional circular economy development,resource efficiency and environmental efficiency showed an upward trend during the study period,and the difference measure index such as regional Gini coefficient,coefficient of variation,and Theil index increased.This indicates that the intra-regional differences showed an expanding trend.At the same time,the level of regional circular economy in space also shows a trend of stepwise decline in the eastern-central-western region.The value of Moran's I index increased from 0.0217 to 0.1691,indicating that there is spatial dependence and increased correlation between circular economy developments among provinces.The decrease in the number of cold spots and the increase in the number of hot spots indicate that the level of regional circular economy development has increased and positive spatial radiation has been produced.(2)The value of scientific and technological innovation increased from 0.103 to 0.864 during the research period,and the overall innovation capability of the region was improved rapidly.the index value including Gini coefficient,Variation coefficient and Theil index all showed a trend of decreasing first and then increasing,indicating that the regional difference level showed a trend of first shrinking and then expanding.From the perspective of space,the median and high value areas of scientific and technological innovation have a tendency to spread from the coast to the inland.The western region is mainly characterized by low value areas and lower values;The value of Moran's I index increased from 0.0764 to 0.0861.The regional correlation characteristics were obvious.The interdependence between regions and regions increased,and the number of hotspots increased significantly.(3)Through initial investment,science and technology innovation acts between knowledge and theoretical innovation,technology and resource integration,product and industrial innovation,and forms a mechanism of mutual linkage and mutual feedback to the development of regional circular economy.For the whole country,according to the results of the double-fixed effect Doberman model of time and space,in addition to technological innovation factors,economic development,environmental regulation,and international trade factors also play a positive role in promoting its development;As for the sub-samples of the three regions of East,Central and West,except for the effect of international trade factors in the central region is not significant,the other influential factors in the eastern,central and western regions are basically consistent with the national sample.(4)In the process of scientific and technological innovation development,there are problems such as the need to improve the regional science and technology innovation system,the need to strengthen the strength of green science and technology innovation,the lack of technological innovation spillovers of circular enterprises,and the insufficient guarantee of the governments' scientific and technological innovation system.Although the overall strength has grown significantly and the science and technology system policy has continued to improve,it still has a certain gap compared with the world's major innovative countries.Therefore,it is necessary to take some measures to promote the effect of technological innovation on the development of regional circular economy.The measures include building a regional science and technology innovation ecosystem,promoting the coordinated development of regional circular economy,forming a regional green science and technology innovation system,improving the research and development of science and technology innovation industry chain,promoting the spillover of technological innovation of circular enterprises,strengthening the awareness of green environmental protection of enterprises,and enhancing technological innovation.The paper studies the development of regional circular economy and the spatial evolution of scientific and technological innovation and the impact of technological innovation on the development of regional circular economy.The following innovations exist: On the one hand,based on the perspective of ecological efficiency,the regional circular economy evaluation index system is constructed,and the regional circular economy development is decomposed into resource efficiency and environmental efficiency.The exploratory analysis of the temporal and spatial evolution characteristics of the regional circular economy development level is carried out;On the other hand,the evaluation index system is used to analyze the spatial and temporal evolution of the level of scientific and technological innovation,and select relevant influencing factors including scientific and technological innovation,and analyze the role of technological innovation factors in the development of regional circular economy through the quantitative regression model.The research plays an important role in promoting the coordinated development of regional circular economy and the improvement of scientific and technological innovation.
