Under the new normal of China's economy,upgrading scientific and technological innovation capabilities has become the key to transforming the economic development mode,adjusting the economic structure,and transforming the growth momentum.As a typical economically underdeveloped region in western China,Gansu Province has not fully exerted its supporting role in the economy.Therefore,it is necessary to enhance the ability of scientific and technological innovation to drive economic growth.Lanzhou is the capital city of Gansu Province,which has gathered many innovative resources in Gansu.Lanzhou is also the central city of Lanbai Technology Innovation and Reform Pilot Zone.The strength of science and technology innovation ability in Lanzhou City is directly related to the construction of Lanbai Science and Technology Innovation Reform Experimental Zone and the economic development of Gansu Province.From the perspective of regional innovation,this paper first describes and analyzes the status quo of the development of science and technology innovation in Lanzhou City;Secondly,based on the summarization of relevant theories of scientific and technological innovation and the status quo of scientific and technological innovation in Lanzhou,the evaluation index system of scientific and technological innovation capability is constructed,and the entropy method is used tomeasure the technological innovation ability of Lanzhou City from 2011 to 2016;Thirdly,comparative analysis of the status of urban science and technology innovation capability of the provincial capitals(capital)in the five northwestern provinces,and a brief understanding of Lanzhou's scientific and technological innovation capabilities and levels;Finally,using multiple regression method,the degree of influence of education level,economic development,opening up,information level,financial strength,ecological environment and enterprise scale on Lanzhou's scientific and technological innovation ability is measured.Through the above research and analysis,the main conclusions are as follows:(1)From the perspective of innovation investment,innovation output and innovation support,the index system of science and technology innovation capability is constructed,and the entropy method is used to calculate the technological innovation ability of Lanzhou City in2011-2016.It was found that the technological innovation ability of Lanzhou City was significantly improved,and the comprehensive ability of science and technology innovation increased from 0.567 in 2011 to32.583 in 2016,with an average annual growth rate of 6.403;(2)By comparing and analyzing the status quo of science and technology innovation in the capital cities of the five northwestern provinces,it is found that Xi'an has the strongest innovation ability and more diversified innovation power.Lanzhou's science and technology innovation ability isfar less than that of Xi'an,but it has stronger technological innovation Potential than Yinchuan,Urumqi and Xining;(3)Using multiple regression models to measure the influencing factors of science and technology innovation ability,it is found that education level,opening up,ecological environment and information level have a significant positive impact on the improvement of Lanzhou's scientific and technological innovation abilities,the contribution of financial strength and enterprise scale to the promotion of Lanzhou's scientific and technological innovation capacity is relatively low,the positive promotion effect of economic development on technological innovation ability is not obvious.
