Influencing Factor Analysis Of Technological Innovation Ability In Northwest China

The knowledge economy as a new economic form is being quietly rising, comparing with the economic growth which rely on material production factors, the performance of modern economic growth is more dependent on the content of knowledge growth. The arrival of knowledge economy era brought new challenge to the regional economic development, but regional technological innovation is the most effective weapon to deal with this challenge. The regional comprehensive competitive and development process of economic also cannot do without the advance of technical innovation, it is the core reference index of evaluating the overall strength of regional innovation ablity. Technical innovation ability is subject to multiple factors, the degree of influence on various factors of the regional technological innovation ability is different, even there are some regional characteristics. Therefore, scientifically and reasonably evaluating the effect of different influencing factors to the regional technological innovation ability is important, it is necessary to develop reasonable and effective innovation strategy、enhance the regional competitive advantage、obtain the power of regional sustainable development.This paper combine regional technical innovation system theory with technical innovation process theory, applying the methods of literature review and methods of panel data regression analysis to the empirical analysis of influencing factors on technical innovation ablity in Northwest. This paper take the five provinces of Northwest as object of study, using improved Cobb-Douglas forms of Griliches and Jaffe(1999) knowledge production function, with reference to the classical approach of other scholars, establishing the model of influencing factors of technological innovation ability of Northwest, considering the condition of regional characteristics and data availability, taking scientific institutions、universities、enterprises、human capital and regional economic as five factors, taking the panel data of Shaanxi, Qinghai, Gansu, Ningxia, Xinjiang from 2003 to 2013 as a sample, then using the E-views 6.0 to deal with the sample data, explore the influence which five factors act on the technological innovation ablity of Northwest, acquiring the result of the influence about different factors act on the technical innovation ability in Northwest. The empirical results show that:(1) the promoting from scientific research institutions act on the regional technological innovation is not obvious;(2) the second-lowest regression coefficient is the enterprise, it can not give full play to the role of innovation main body;(3) colleges and universities are perform worst in all factors, its impact on the ability of technical innovation is negative;(4) regional economy has full ahead for the technical innovation;(5) human capital has best performance in all the factors, the promotion of human capital act on the technical innovation is far more than any other material elements. According to the analysis results, this paper puts forward some suggestions to promote the technological innovation ability of Northwest region:(1) strengthen exchanges and cooperation among the main body of innovation within the region;(2) increase investment in education, coordinate the allocation of human capital;(3) to improve environment of research and development, promoting the development of regional technical innovation ability by regional economy;(4) to establish the dominant position of enterprises in technological innovation system, improve enterprises innovation mechanism;(5) strengthen the protection of intellectual property rights, build the perfect regional innovation service system.
