Study On The Strctural Model And Measurement Index System Of Urban Innovation Ability

Innovation is the primary driving force for development.19 report pointed out that the socialism with Chinese characteristics into a new era,must unswervingly take development as the party's top priority in governing and rejuvenating the country,insist on the new development concept,deepen the reform of the supply side structure,convert momentum,give full play to the driving effects of the on economic growth,move the economic development from high speed to high quality.As a basic unit of nation,improving the innovation ability of a city is not only an important basis to enhance the nationally international competitiveness,but also the objective need to change the economic development mode and the urgent requirement to realize the deep urbanization.At prese nt,the research content of urban innovation ability mainly includes the influencing factors of urban innovation ability,the actual measurement and the time and space distribution.Based on previous studies,this paper accurately grasps the concept of urban innovation ability,constructs the structure model of urban innovation ability,constructs the index system of urban innovation ability measurement,carries out the actual measurement and deeply analyses of the urban innovation ability of 11 prefecture-level cities in Zhejiang province.The main conclusions are as follows:(1)Structural model of urban innovation capacity.The process of innovation includes knowledge creation,knowledge flow,achievement transformation and achievement commercialization.According to the process of innovation,the components of urban innovation capacity include knowledge creation,knowledge flow,achievement transformation and achievement commercialization.The government,universities/scientific research institutions,enterprises and intermediary institutions,as the innovation subjects,crosswise act on the four elements and form a double-layer circular spiral structure.(2)Urban innovation ability measurement index system.According to the structural model of urban innovation ability,the paper constructs the index system of urban innovation ability by using brainstorm,expert consultation and multiple empirical screening.The evaluation index system of urban innovation ability includes knowledge creation ability,knowledge flow ability,achievement transformation ability and achievement commercialization ability.(3)Actual measurement of urban innovation capacity of Zhejiang province.Through the analysis of the actual measurement results,it can be seen that the urban innovation ability of Zhejiang province has the following characteristics:The overall urban innovation ability of the northeast region is higher than that of the southwest region,showing regional distribution;The level of urban innovation ability:first-tier cities>second-tier cities>third-tier cities>third-tier cities>fourth-tier cities and sixth-tier cities,with ladder distribution;The overall development of the innovation ability of prefecture-level cities is stable.Through clustering division,11 prefecture-level cities are divided into five categories.The first city:Hangzhou;the Second city:Ningbo;the third city:Taizhou;the fourth city:Wenzhou,Lishui,Jinhua,Huzhou,Shaoxing and Jiaxing;the fifth city:Quzhou and Zhoushan.(4)Suggestions for improving the urban innovation ability of Zhejiang province.In view of the institutional and mechanism obstacles in the development of urban innovation capacity in zhejiang province,such as the lag in the construction of scientific research platform,the slow development of innovation industry,the imbalance in the distribution of innovation resources and the obstruction of knowledge flow,this paper believes that the system and mechanism should be improved by optimizing the policy environment.Improve the investment mechanism and promote the construction of scientific research platform;Deepen structural adj ustment and accelerate the development of innovative industries.Carry on the counterpart support,break the resource Matthew effect;Measures such as strengthening exchanges and cooperation and building a pattern of high-quality introduction will further enhance the urban innovation capacity of Zhejiang province.
