Study On The Assessment Mechanism Of Precision Proverty Alleviation

The report of the 19 th National Congress of the Communist Party of China(CPC)pointed out: "by 2020,all rural poor people will be lifted out of poverty under the current standards,and all poor counties will be lifted off their hats,so as to solve the overall poverty in the region and achieve real poverty alleviation." At present,with less than a year to go before the completion of the goal of eradicating poverty by2020,the task of eradicating poverty is still arduous and onerous,and all that remains is deep poverty,and at this critical juncture,it is even more necessary to strengthen confidence in poverty alleviation.Through the continuous deepening of the poverty alleviation assessment work in the past two years,we find that there are also some shortcomings in the precise poverty alleviation assessment mechanism,and in the process of its operation,it has not been able to give full play to its functional role.In order to realize the goal of the national poverty alleviation strategy,fully mobilize the enthusiasm of the poverty alleviation staff,and promote the effective use of poverty alleviation resources and the smooth progress of poverty alleviation work,it is necessary to explore a more perfect poverty alleviation assessment mechanism.Taking the precision poverty alleviation assessment mechanism as the research object,this paper expounds the present situation,existing problems and causes of the precision poverty alleviation assessment mechanism through empirical research,and probes into the path of perfecting the precision poverty alleviation assessment mechanism.First of all,this paper points out the main elements of the precision poverty alleviation mechanism,including the precision poverty alleviation assessment system,the main body of the precision poverty alleviation assessment,the precision poverty alleviation assessment indicators,the precision poverty alleviation assessment methods and the precision poverty alleviation assessment results.And from these aspects,it is considered that a more systematic and accurate poverty alleviation assessment system has been formed at present,the assessment subject is diversified,the assessment index is standardized,the assessment method is dynamic,and the feedback of the assessment results is rationalized.Secondly,combined withthe actual situation of the operation of the precision poverty alleviation assessment mechanism in various places,this paper holds that the precision poverty alleviation assessment mechanism is still not perfect at present.There are still some problems,such as The measures for assessment and management are not perfect,the lack of open participation of the assessment subject,Standardization of assessment index needs to be improved,the formality of the assessment method,and the insufficient application of the assessment feedback results.Through the field interviews and the summary of related cases,this paper analyzes the performance,causes and effects of these problems.In the last part of the article,in view of the problems existing in the precision poverty alleviation assessment mechanism and the analysis of the reasons,From the aspects of constructing scientific assessment system,enhancing the diversity of assessment subjects,formulating reasonable assessment indicators,improving assessment methods and perfecting the feedback application of assessment results,this paper puts forward some feasible suggestions for perfecting the assessment mechanism for accurate poverty alleviation.In order to better play the role of accurate poverty alleviation assessment in poverty alleviation,to ensure the sustainability and long-term nature of poverty alleviation work.
