Spatial planning is an important public policy instrument for sustainable development,utilization and protection of territory,while spatial planning index system is a tool for assignment and implementation of spatial planning tasks.Spatial planning index system can not only specify and quantify spatial planning objectives and contents,but also provide a measurement basis for planning implementation monitoring and assessment.China has now established a spatial planning system consisting of spatial plans at different administrative levels and with different emphasis.However,current spatial plans are of various categories and are deficient in unified and harmonized management.Various categories of plans at all administrative levels overlap with each other in the spatial scope and management content.Meanwhile,there are differences in data basis,policy objectives,etc.,thus leading to horizontal conflicts and vertical transmission disconnection between corresponding planning index systems,which seriously weaken the guiding and restraining role of spatial plans on land use and ecological resources protection.Currently,the requirements of China's spatial planning reform have been clearer.It is urgent to carry out research on territorial spatial planning index systems for the new round of territorial spatial planning.Planning system isolation,content conflicts,and insufficient coordination most frequently occurred at prefectural level and below.Therefore,based on policy analysis and theoretical consolidation of spatial planning,this paper proposed a "Core-Extension" territorial spatial planning index system framework,and constructed a set of territorial spatial planning index systems at prefecture,county and township level,centering on three control levels of prefectural territorial space and three themes of urban construction,agriculture production and ecology protection.Finally,this paper chose Changsha City as the research area to give a demonstration of index system construction and transmission.The followings are the primary research contents and conclusions of this paper(1)Citywide territory regulation objectives and index system frameworkAccording to the reform of national planning system and spatial planning system,China has entered into a phase where economic&social development planning and spatial planning progress in coordination.The "five-level and three-class" territorial spatial planning system has also been confirmed.The territorial spatial planning is guided by ecological civilization concepts,with the global and all types of land space as the management object.There are three objectives of citywide territory management.The first one is,at the macro level,forming a spatial development pattern in which the population,economy,resources and environment carrying capacity are in harmony with each other.The second one is achieving the global and all types land use regulation at the meso level.The last one is,at the micro level,enhancing intensive use of various types of land space and effectively protecting natural resources.In the "Core-Extension" territorial spatial planning index system framework,"Core)" refers to territorial spatial master planning index system,and"Extension" refers to territorial spatial subject planning and detailed planning index systems.Furthermore,this paper constructed an index system structure based on three control levels of space development pattern,land use regulation,intensive utilization and resources protection,centering on three themes of urban construction,agriculture production and ecology protection.(2)Index screening and index regulation of prefecture,county and township level territorial spatial planningFirstly,this paper collected current spatial planning indexes that meet the demand of territorial space governance,based on the proposed index system structure.Then,this paper screened and adjusted indexes through redundancy analysis and logical analysis and established an index library of territorial spatial planning.After dividing the indexes into core and extensive parts,this paper constructed index systems of prefecture,county and township level territorial spatial master planning using the core indexes.The prefecture level planning index system focuses mainly on space development pattern,and contains nine indexes;the county level concentrates on land use regulation,containing 14 indexes;the township level reflects mainly the requirements of intensive space utilization and natural resources protection,and contains 22 indexes.As to the index regulation,this study put forward horizontal and vertical transmission mechanisms of territorial spatial planning index systems.The horizontal transmission mechanism includes two transmission ways,namely type subdivision and dimension increase:"type subdivision" refers to further subdividing master planning indexes according to land use types or task completion methods;"dimension increase," means adding quality,benefits or intensity dimensions in addition to size dimension.The vertical transmission of index systems between prefecture,county and township levels includes two ways,namely level-by-level implementation and level-by-level refinement."Level-by-level implementation" means that planning index system of each level contains the same index,whose value is determined via coordination between three administrative levels and then implemented by each level;"level-by-level refinement" means that certain indexes at sub-level planning are derived from indexes at higher level planning.This study also established an"Aim-Assessment-Adjustment" dynamic evaluation and adjustment model for planning index,which consists of three parts:expected targets formulation,planning implementation monitoring and assessment,dynamic adjustment of indexes.The model aims to evaluate land demand of social and economic development,implementation of spatial planning as well as carrying capacity of resources and environment every five years,and then to give feedback on the index adjustment.(3)Demonstration of Changsha's territorial spatial planning index systemsBased on the proposed dynamic evaluation-adjustment model,this paper choseChangsha as the research area,evaluated the implementation of current spatial plans,the spatial development suitability and the land demand for Changsha's future development,and then analyzed the adjustment direction of planning indexes.According to Changsha's spatial development suitability evaluation result,delimitation result of prime farmland protection red line and ecology protection red line,in 2035,the proportions of Changsha's urban growth boundary area,prime farmland protection area and ecology protection area are 18.97%,22.06%and 11.37%respectively;the upper limit of land development intensity is 23.00%.According to Changsha's planning implementation assessment result,permanent population and urbanization rate prediction results,the total scale of construction land must not exceed 205576 hectares;the amount of cultivated land is no less than 255795 hectares;the prime farmland protection area is no less than 232778 hectares,and the least forest cover rate should maintains 54.82%.
