Study On The Important Control Line System Of Spatial Planning

Against the backdrop of the need for the country to improve its governance system and modernize its governance capabilities,strengthening the control and governance of land and space has become an urgent problem to be solved.As one of the important means of land and space use control,the control line system is an important starting point for national and local governments to promote the orderly development and construction of land and resources,an important basis for governments at all levels to control all kinds of important regions,and an important guarantee for national ecological security,food security,resource security and economic security.The control space of the control line includes the ecological environment,food production,urban development and infrastructure layout,and the quality of the control results of any spatial element will have an impact on social production,human life and ecological environment.The complexity of spatial management and control as well as the environment,relevant decision-making and value in planning are full of uncertainty,so planning can not achieve absolute "comprehensive rationality".Therefore,considering the important control lines of key areas and contents can be an effective means to improve the large-scale comprehensive planning currently commonly used.At the same time,the control content of the control line system also shoulders a series of important tasks of space management and governance,such as the implementation of national policies,the preparation and implementation of land and space planning,and the control of land and space use.Based on this,how to build and refine the control line system has become an important topic of space governance and space control in the present and futureThis article reviews the control line control measures in domestic and foreign spatial planning systems,and combines the practical use cases of land use control such as urban planning,land use planning,and main functional zoning to establish a basic understanding of control line control logic.From the perspectives of spatial planning formulation,regional space controlled theory,and neo-institutionalism theory,it explores how the control line system operates as a system,and builds the theoretical framework of the control line system for territorial space planning.On the basis of the theoretical framework,this study is supported by the practical project of"special research on important control lines and main spatial control in Zhejiang Province",combing and summarizing the experience of domestic and foreign practical exploration,combining with the control requirements of different levels of government and different cities and counties,constructing the important control line framework of "3+ 5+6" land spatial planning.Then through field investigation and practical demonstration,the definition,intention,area,mechanism and method of each control line are detailed.In order to provide technical reference for the new round of land spatial planning,the detailed rules for the delimitation of control lines are deepened and the spatial relationship between control lines is illustrated.Finally,the practical logical relationship of the important control lines in the province is summarized through the control line delineation practice,which mainly includes the horizontal spatial relationship and the vertical conduction relationship.The relative spatial relationship between control lines is discussed from the perspective of planning.From the perspective of planning implementation logic,this paper discusses how the control line system relates to multiple connected decisions in the urban complex system,and puts forward the vertical transmission relationship between different planning levels of the control line system.In order to solve the problems such as the overlapping of the content of the land and space management system,the fuzzy responsibilities and rights among the management departments,the difficulty in the implementation of the planning,and the insufficient basis of the management and control,the regulatory framework and laws of the land and space use are established.
