Since 1978,Chinese urban-rural relation has been gone through three stages of ’segmentation-coordination-integration’ along with promotion of comprehensive reform and the development of industrialization,urbanization and socioeconomic development.Since 19th CPC National Congress proposing putting in place sound systems,mechanisms,and policies for promoting integrated urban-rural development,the theoretical connotation,path mechanism,policy direction of urban-rural amalgamation have been hotspot issues.This paper thinks that in the reality background of imbalanced urban-rural development and inadequate rural development,the previous studies of dual economic structure and cities supporting rural areas cannot change the previous urbanism tendency and rural inferior position.Accordingly,this paper aims at finding the core element to break the previous inferior position of rural,and to integrate urban and rural as two equal subjects along with the evolution direction of economic development theory and growth power.The integration and development of urban and rural economy can be achieved through the mutual penetration and interaction of economic factors.Based on interaction trend of elements from basic elements like labor and land to higher-level elements like capital and technology throughout the evolution of Chinese urban-rural relation,and combined with macroscopic strategic background of innovation driving high-quality economic development in the New Era,this paper considers that human capital is the deep-seated factor of realizing urban-rural integration.Therefore,this paper leads human capital element into urban and rural sectors.In order to analyze realization path of urban-rural integration,this paper also considers human capital one-way spillover effect from cities to rural areas and two-way spillover effect between urban-rural two sectors in the theoretical model.Theory analysis shows that increasing the relative ratio of human capital input in rural areas is the optimal path to realize urban-rural integration.Human capital input ratio of rural and urban areas presenting’inverse U-shaped’trend is the inflection point of urban-rural relationship transforming to’urban-rural integration’.In the urban-rural integration period,the increase of urbanization rate decreases and tends to converge along with human capital input of urban and rural areas converge in a high level.In addition,this paper uses panel data of 13 prefecture-level cities in Jiangsu Province from 2003 to 2017,and makes an empirical test with spatial convergence model and spatial threshold model.The empirical tests show that human capital input ratio of rural and urban areas has convergence contribution to urbanization rate,and the coefficient is-0.005,but the role has not yet been significantly played.Human capital input ratio of rural and urban areas in regions like Xuzhou has been on an upward trend,when the human capital input ratio of rural and urban areas is higher than 0.5898,the coefficient with urbanization rate is 0.0619;when the human capital input ratio of rural and urban areas is lower than 0.5898,the coefficient is 0.0875,which is significantly less than the former one.Human capital input ratio of rural and urban areas in regions like Nanjing increases initially and follows by a decreasing trend.Regions like Nanjing has presented the characteristics of urban-rural integration to a certain degree.
