Research On PPP Project Risk Assessment Of Exhibition Venues Based On Grey Analytic Hierarchy Process

As the carrier of exhibition activities,exhibition venues are not only a city card,but also a reflection of the development of exhibition industry in the region.With PPP mode being widely adopted by local governments at all levels to provide(quasi)public goods and services,this mode has become the main mode of construction and operation innovation of large-scale venues public facilities.The risk factors of PPP project in exhibition venues exist in the whole life cycle of the project.Once the risk factors are harmful,it is easy to damage the interests of the government,private enterprises,lending institutions and the public.Due to inadequate pre-investigation and preparation,inadequate funds,and unclear cooperation,some projects were forced to withdraw and rectify by the Ministry of Finance.It is urgent to study the risk assessment of PPP project in exhibition venues.This paper combs the literature of risk factors identification,risk assessment and risk sharing at home and abroad,and classifies the risk factors of public and private sides of exhibition venues through macro,meso and micro levels,and analyses the main stakeholders of PPP project of exhibition venues.Through the classification risk identification method,the identified risk factors are divided into systematic risk and non-systematic risk,and the PPP project risk evaluation index system of exhibition venues is constructed.This study obtains seven categories of PPP project risk of exhibition venues and 31 specific risk evaluation indicators.In view of the subjectivity of determining the weight of AHP and the uncertainty of risk evaluation information,based on AHP,this paper establishes five different grey classes of evaluation by using grey system theory,and establishes a grey AHP evaluation model for evaluating the overall and specific indicators of PPP projects of exhibition venues through grey whitening weight function.By calculating the ranking of the impact degree of each risk factor on the project,risk assessment is made for the overall risk level of the project and various evaluation indicators,and the risk identification and evaluation results of the evaluated PPP project are obtained.this paper chooses the PPP project of Shijiazhuang International Exhibition Center as the evaluation object,which is the second batch of PPP demonstration projects of the Ministry of Finance.Through the way that experts familiar with the project scored the project operation mode,investment and financing,and project construction,the comprehensive evaluation value of the project risk and the evaluation index risk evaluation value were obtained by using the model in this paper.At the same time,the corresponding risk prevention measures and policy recommendations are put forward for the PPP project operators of exhibition venues to implement scientific decision-making.
