Research On The Countermeasures Of Rural Homestead Management In Qixia District Of Nanjing

From ancient times to the present,the desire for possession of land has never diminished.With the development of society and economy,driven by the interests of the residents,people share the homestead of desire to become stronger,because the homestead disputes,letters and other cases are increasing year by year.In the author’s work in Qixia District conducted a thorough investigation of the homestead,found that "one household,more houses","useless procedures",the use of agricultural land,homestead idle and other prominent contradictions.Rural homestead scattered and extensive use of land resources,the government to grasp the situation is not clear,the homestead management supporting legal system is not perfect,the lack of effective policies and measures to guide.On the one hand,the real housing needs of the people are not to be built in the plight of forced occupation of agricultural land for housing,resulting in land scope does not stop expansion,on the other hand,the existence of a large number of idle homestead in the village,causing a great waste of land resources.Develop a set of both the current and future economic and social development situation,and practical operation and implementation of the system and measures,comprehensively regulate land management,and effectively protect the legitimate rights and interests of farmers,plays an important role in maintaining economic and social harmony and stability.This paper first describes the reform and development of rural residential land use system over the years,and the current status of the use and management of rural residential land.The main use of literature research,empirical analysis,through the search for information,to understand in detail the rural residential land use system,and put forward the housing system is not conducive to the effective use of institutional reasons.Next,the use right of homestead in Qixia District of Nanjing city in 2014 to the comprehensive investigation and registration certification of the representative analysis,pointed out that the current land use right system of rural residential land use right to acquire,use,transfer and management of the status quo,analysis of Rural Homestead Land Use and management deficiencies and existing the problem.Secondly,combining survey data and literature,the fundamental reason for the land use problems were analyzed,according to the land use planning is not reasonable,because of the large area occupied,inadequate supervision,lack of homestead exit platform and other reasons,led to the use of unreasonable phenomenon,proposed to abide by the principle of next,from the planning reform,establish a reasonable period of use homestead paid system,establishing the conditional transfer of the homestead use right system,establish long-term effective land management supervision mechanism and legal responsibility system,the establishment of rural homestead members of economic accounting,adjust land requisition compensation policy and other aspects of the concrete system the reform,to promote the efficient use of land,improve the level of standardization of land management.
