Analysis On The Social Cost Of Land Appreciation Income Distribution Based On Game Experiment

From the point of view of the stage of China's economic and social development,due to the large population base,the future of a period of industrialization,urbanization,construction land demand will remain at a high level.Whether it is the expansion of urban construction land expansion,or comprehensive improvement of rural land,urban and rural construction land increase or decrease,are involved in rural collective land expropriation.The requisition of land management,more efficient and equitable implementation of rural land conversion to urban land use,will be one of the focus of the 13th Five-Year land and resources management.This article from the government and the farmers around the land expropriation of land value-added income distribution game the social cost of the governance structure(the relationship between land participation,negotiation status,rights)level analysis of the current institutional arrangements of the problem of the connotation and extension of social cost are defined,and the government and farmers from the current land expropriation system under the cooperation of.In order to simulate the real environment of land acquisition,considering the game experiments can be controlled and copied,and can simulate the real situation well,this paper explores the causes of the problems of land expropriation compensation in practice with the method of game experiment.This paper discusses the relevant theoretical basis of game experiments and experimental principle,and characteristics of different land cooperation mode are analyzed,combined with experimental game theory,constructed game experiments of different cooperation mode of land requisition.Then,by simulating the realistic situation of land expropriation game under different cooperation modes,the author designs and conducts three game models of land expropriation cooperation.Using the method of game theory to study,can enhance the government's macro-control ability,to explore the fundamental to reduce social costs,increase social welfare system.To promote the rational and scientific land value-added income distribution,combined with the market situation,so that farmers can enjoy due to city development and social progress of the land value-added benefits for the innovation of the government land expropriation compensation system to provide valuable reference.In this context,to summarize and evaluate management experience timely,transform government functions from the management,select the appropriate management mode and matched the policy depending on the aspects of different regional land,economic development,environmental pollution,restore contact between planting and breeding.Fundamentally,propeling China's livestock manure management and promoting the sustainable development of agriculture is important.Through the comparative analysis of the experimental results:the government and the farmer's relative position and cooperation mode and content of land transaction cost decision stage;the total cost of the transaction,in accordance with the equal cooperation mode of strong government mode weak government pattern;land value-added income distribution according to the proportion of government plays a strong government mode of equal cooperation pattern of weak government pattern of decline,farmers share the land value-added income in accordance with the pattern of weak government equal cooperation mode-strong government mode decline;equality and cooperation mode of minimal social cost,land value-added income distribution ratio compared to the fair,but still has the high cost of land acquisition negotiations.Therefore,the reform of governance structure can effectively reduce the social cost of land acquisition,and enhance the status of equal cooperation between the government and farmers should be an important direction of the reform of land requisition system.The innovation of this paper mainly has two aspects:one is the study of land value-added income distribution in the majority of scholars are analyzed from the standard of land compensation and land value-added income distribution mechanism,few scholars have researched from the perspective of social cost.Based on the different governance structure of the social cost analysis,the relative amount of social cost generated by the comparison of different governance structure,explore the three modes of advantages and disadvantages,providing theoretical foundation for the reform of land expropriation system in our country.Two is this choice of game experiments this method,not only the theoretical assumptions of the inquiry,more effectively combine the actual social situation,the effective combination of theory and practice,provides a theoretical and practical basis for the reform of land expropriation system.
