Since the General Secretary of the 18 th National Congress of the Communist Party of China put forward the strategy of “precise poverty alleviation” from the interests of the people and happiness,China's poverty alleviation work has achieved remarkable achievements.The incidence of poverty in China has fallen sharply,and the lives of the masses are happier than before.General Secretary Xi also put forward new goals,new ideas and new journeys in the fight against poverty at the 19 th National Congress,bringing precise poverty alleviation to a new strategic height.According to China's poverty distribution,the southwest region is the most impoverished region in China,and Yunnan Province is a typical example.The land area of Yunnan Province is mainly mountainous,plateau and hilly.It is the country with the largest poverty and the deepest poverty.Developed provinces,so the task of poverty alleviation is very heavy.In recent years,Yunnan Province has actively promoted the fight against poverty and issued a large number of relevant policies to solve the rural poverty problem and implemented it,and spared no effort to implement the task of precision poverty alleviation.With the deepening of poverty alleviation work,the importance of “precision for poverty alleviation” in the “six precisions” proposed by General Secretary Xi has become more and more important and has become a major difficulty in the process of precision poverty alleviation.Nowadays,the single dimension of income used in early precision poverty alleviation as a measure of poverty is not applicable to today's development situation.If we continue to use income indicators to measure poverty,the accuracy of accurate identification will be greatly reduced.With the introduction of the concept of multidimensional poverty and the continuous development and the continuous improvement of the understanding of poverty,more and more scholars have been studying the poverty from different perspectives at home and abroad,and they are committed to researching a precise identification system suitable for thedevelopment of the times.Based on the previous research on poverty identification,the research conducts micro-level research on poverty identification to obtain a recognition system suitable for modern poverty.This paper conducts a field survey of the living conditions of Dade Village,Tongdu Town,Dongchuan City,Kunming City to select the dimensions and indicators needed by the Institute,and specifically selects five dimensions of income,education,health,assets and living standards.Eleven indicators such as income,education level,family member health,medical insurance,productive assets,housing,drinking water,electricity,sanitation,living energy and transportation conditions,through questionnaires to obtain the data needed for research,The AF method was used to empirically analyze the poverty situation of Dade Village,Tongdu Town,Dongchuan District.The analysis showed that the overall poverty rate of Dade Village reached74.39% when selecting an indicator.The main indicators are education level,family member health,productive assets and living energy.However,the previous key measure,the per capita annual net income,has a contribution coefficient of only 0.026 to the overall poverty of Dade Village.Only one of the indicators is ranked ninth,which means that the level of per capita income is not the most important measure of poverty.Therefore,accurate identification should be carried out from a multi-dimensional perspective,and the multi-dimensional poverty measurement shows that the incidence of poverty is high in multiple dimensions.For example,when K=3,the incidence of poverty reaches 33.27%.It shows that most of the farmers in the village are faced with multi-dimensional poverty,and in the results of the decomposition of the multi-dimensional poverty index,the most important contribution to the multi-dimensional poverty index is the indicators of education and health.From this perspective,it can still be seen.Income is not the main cause of poverty.The last part of the empirical analysis is to assign different values to the indicators.The higher the scores of all the indicators,the higher the poverty of the farmers,the more empirical the research has reached the micro level to identify poverty.The purpose is to identify poverty at the village level and poverty at the household level.On the basis of theoretical and empirical research,the geographicallocation and economic conditions of Dade Village,Tongdu Town,Dongchuan District are further combined,and reasonable suggestions for the identification of rural poverty are made,which are targeted,accurate and adapted to local conditions.
