The 2015 Central Economic Work Conference proposed to deepen the reform of the housing system and accelerate the development of China's housing rental market.Due to excessive pressure on home purchases,difficulties in educating migrant children,and pressure to ease housing prices,some coastal cities with better economic development,led by Guangzhou,China,first proposed a policy of “the same right of rent and purchase”.In mid-July 2017,Guangzhou City proposed a work plan for the development of the housing rental market,so that eligible children of renters can enjoy the relevant public service rights such as the nearest admission.Since then,Beijing,Shanghai,Shenzhen,Wuhan and other cities have followed suit and introduced localized implementation plans for the policy of“the same right of rent and purchase” to ensure the stable development of the housing rental market.If the policy can be implemented as planned,not only will the real estate market undergo major changes,but basic public services will also be equalized.In recent years,China has paid great attention to the development of the policy of “the same right of rent and purchase”.The housing leasing market is developing rapidly,and the housing market is gradually transitioning to the system of rent purchase and purchase.Nowadays,the policy of “the same right of rent and purchase” is still in the exploratory stage,and various regions of the country are conducting empirical exploration and corresponding localization plans for this policy.This study analyzes the concept,connotation,traits and related factors of the policy of “the same right of rent and purchase”.The typical city is taken as an example to study the implementation of the policy and the influence of the children's education and the real estate market,analyze the impact of the policy.And propose targeted implementation path to achieve better implementation of this policy.The most important significance of the "rental purchase and equal rights" policy is that people can enjoy the public service rights equally whether they are buying houses or renting houses.They are all protected by law,whether it is to ease the pressure of buying houses,educate the children of migrants or curb housing prices.and other respects,it has played a positive role.
