Research On The Effect Of Precise Poverty Alleviation In Kirgiz Community From The Perspective Of Identity

The four prefectures of Southern Xinjiang are one of the main battlefields to fight against poverty in our country.Poverty is the main factor hindering the economic development and social stability of Xinjiang.It is of great practical significance to study the implementation effect of precise poverty alleviation for the poor households in the areas with concentrated areas and extreme poverty,for the poverty alleviation and prosperity of the poor households,for the social stability and long-term stability of Xinjian,and for our country to win the battle against poverty.This study takes Aheqi County as an example to understand and summarize the current situation of precise poverty alleviation in the study area,collect data through questionnaires and field interviews,objectively evaluate the precise poverty alleviation effect of the study area from 2014 to2017 by using the method of fuzzy comprehensive evaluation,and explore the poor households' perception of poverty alleviation work and their satisfaction with the implementation effect of precise poverty alleviation,so as to launch the research.The existing problems and shortcomings in the promotion of precise poverty alleviation work are put forward,and suggestions for further implementation of poverty alleviation work are put forward.The study found that:(1)Aheqi County has achieved good results in poverty alleviation,improved economic strength and a substantial reduction in the number of people living in poverty.It has basically achieved the goal of "two without worries and three guarantees".The evaluation results of the study area are as follows: from 2014 to 2017,the effect of precise poverty alleviation in Aheqi County has the greatest degree of subordination to good results.At present,the leading group of poverty alleviation and development in the autonomous region intends to agree that Aheqi County should withdraw from the poverty-stricken counties.(2)Poor households satisfaction with precise poverty alleviation is at the "relatively satisfactory" level,among which the policy satisfaction is the highest and the training effect satisfaction is the lowest.Poverty-stricken households have the highest degree of satisfaction with the two security systems,housing security and education security,100%and only 3% of poverty-stricken households with medical security.(3)Poor households have changed significantly in education,but some students still drop out of high school due to weak learning foundation and relieving family pressure.Poor households have a better understanding of the precise poverty alleviation projects and are confident of the precise poverty alleviation projects,staff and getting rich from poverty.They believe that their income has increased and their lives have improved,which shows that the previous poverty alleviation work has achieved remarkable results.(4)The "blood-making" poverty alleviation project needs to be improved,the industrialization degree of agriculture and animal husbandry is insufficient,the economic value of characteristic agricultural by-products is not high,the tourism resources are rich,but the tourism industry needs to be developed,and the development ability and awareness of poverty alleviation of poor households need to be strengthened.Based on this,the following suggestions are put forward: Improve the "blood-making" poverty alleviation project,carry out deep processing and R&D of seabuckthorn products,intensify the training of technical personnel in various industries,strengthen the construction of breeding system of improved varieties,accelerate the establishment of marketing system of seabuckthorn products,and achieve multiple ways to income increase;To strengthen the promotion of industrial poverty alleviation,we should speed up the implementation of tourism poverty alleviation projects and expand the special planting area.We will vigorously develop practical skills training courses,add tourism-related skills training courses,encourage women to participate in skills training and embroidery projects,organize special people to systematically understand,learn and inherit the Kumzi musical instruments and Manas culture,and excavate and train local youth to become medical talents.We should adhere to the poverty alleviation model of "supporting wisdom and aspiration",strengthen education and training,and change the thinking and lifestyle of local poor households.Poor households are encouraged to take the initiative to participate in poverty alleviation projects and skills training.
