Study On Strategic Planning Of Organic Agriculture Enterprise

No.1 Central Document 2017 has clearly stipulated to intensify the "Three Brands and One Sign" certification,further promote the program of zero growth of chemical fertilizers and pesticides,and carry out the pilot program for replacing chemical fertilizers with organic fertilizers.By the end of 2016,Certification and Accreditation Administration of the People's Republic of China has approved 84 counties to establish national organic product certification demonstration areas,and 17 of them have been successfully named as national organic product certification demonstration areas in two batches,after passing various processes such as examination and acceptance,document review and on-site inspection of local departments of quality assurance.All these have greatly contributed to the development of organic agriculture.The organic agriculture strategic planning can provide macroscopic and directional development goals for organic agriculture.It is critical to ensure the smooth implementation of the plan and successful risk avoidance,and is conducive to the sound and quick economic development.Besides,a rational plan before the construction of the base plays a decisive role for the future development of the base.Due to its forward-looking,advanced and targeted features,the organic agriculture strategic planning has important significance for guiding the development direction of regional organic agriculture industry and relevant industries and promoting the coordinated development of regional economy,society and ecology.This paper makes theoretical research and case-based discussion on the organic agriculture strategic planning by means of literature research,comparative analysis,analytical summary and case study.The conclusions are as follows:1.In terms of theoretical researches,this paper summarizes the national laws,regulations,policies and standards relevant to organic agriculture strategic planning.This paper puts forward the meaning of strategy-based organic agriculture and the basic theories of organic agriculture strategic planning through the definition of relevant concepts and the comparative study of common agricultural planning,while proposes the planning process and major contents of organic agriculture strategic planning.(1)The organic agriculture strategic planning needs to comply with the 24 planning laws,regulations and policies and the 13 planning standards.(2)The essence of organic agriculture strategy are based on natural resources as the basis,the market demand for the engine,to the agricultural planting base,agricultural and sideline products processing to value as the key to appropriate management policies and measures to protect the social services,the establishment of large-scale production of the"industry chain" and "business chain" gradually.The implementation of the "central kitchen+ production base + food stores" and "production base + processing enterprises + super sales" mode.(3)The organic agriculture strategic planning should comply with the four principles of organic agriculture,the principle of "three lives",the principle of "four factors",the theory of sustainable development,the theory of ecological economics and strategy analysis method.(4)Organic agriculture strategic planning process including mainly:the first stage is the preparation stage mainly includes a communication,team building,trapped the intention of planning research,data processing and other work;the second stage is the planning stage,development includes the strategic direction of development,development of the industrial chain planning,supporting system and implementation plan;the third stage is the planning optimization a draft planning stage revision,review draft and final stage of planning.(5)The main contents of the organic agriculture strategic planning include:project foundation,planning general provisions,industrial chain development strategy planning,complement strategy planning,special research plan and appendix,accessories,drawings and so on six parts.2.In terms of case studies,this paper makes practical application by applying the basic theories of organic agriculture strategic planning to the Strategic Planning of Organic Agricultural Development(2016-2025)of Nanjing Yangzi State Owned Investment Group Co.,Ltd.,and makes discussion on the planning contents in the theoretical research.
