In the mid-1980 s,China began to vigorously carry out communication network construction.After more than 30 years of rapid development,China has built into the world's largest communication network with the largest number of users and the most complex network.With the improvement of the communication infrastructure network,the new construction volume is shrinking,and all links of the communication industry chain are facing unprecedented challenges.Many communication industry enterprises have begun strategic transformation.It can be said that China's communications industry is facing a severe change in the situation.JiTai Communication Design Institute(JTCDI)is a professional enterprise engaged in consulting,survey,design,construction and maintenance of communication engineering projects.Its main customers include three major communication operators including China Mobile,China Unicom and China Telecom,as well as China Radio and Television Network Corporation and China Tower etc.Although the market share has expanded in recent years,due to the decline in market quality,service fee discounts have decreased,and total operating income has remained basically constant,but profit margins have fallen sharply.This article starts with the current situation of the business of JTCDI,finds that there are problems,in-depth analysis,and find the reasons.Using the PEST analysis tool to analyze the political,economic,social and technical aspects currently faced by JTCDI;using the Five Forces Model to the ICT business of JTCDI's competitiveness,alternative threats,potential entrant threats,customer bargaining power and supplier bargaining power were analyzed in detail;management,marketing,finance,R&D,production operations and management of the company The ability of information systems and other aspects was analyzed.Finally,SWOT analysis tools were used to analyze,summarize and summarize the opportunities and threats of the environment of JTCDI,and the advantages and disadvantages of JTCDI.JTCDI should launch the ICT business as soon as possible to cope with its unfavorable situation in the traditional business.And adopt an integrated strategy in the development of ICT business,strengthen the control of software suppliers and data operation departments,and adopt horizontal integration strategy if necessary,and establish a joint venture with competitors such as communication operators by virtue of their own advantages.In the ICT business competition,the use of differentiated strategy,based in Jilin Province,to give play to the university background and the leading position in the traditional business,strengthen communication with customers and enhance user perception,to provide customers with 24 hours,full-process,full-time ICT services.In the specific strategy implementation guarantee,this paper optimizes the company's organizational structure,establishes an ICT branch,and conducts separate financial accounting;formulates corresponding company regulations,regulates employee behavior;optimizes equity allocation,makes the distribution system more fair and fair;Improve the recruitment and training mechanism for personnel,provide manpower guarantee for the company's development;improve corporate culture and enhance employees' sense of responsibility and cohesion.Through the research on the business development strategy of JTCDI,this paper proposes the development path in line with the actual design of JTCDI.I hope this article can help and inspire many companies in the chain of the company and the entire communication industry.
