The Mechanism And Countermeasures Of Stimulating And Protecting Entrepreneurship In Northeast China

Enterprises are the cells of micro-economy,and entrepreneurs are playing an increasingly important role in economic growth.Entrepreneurship is the driving force of economic growth,which is conducive to the overall revitalization of the economy under the new normal.The 19 th national congress of the communist party of China clearly stated that we should vigorously stimulate and protect the spirit of entrepreneurship and encourage more people to engage in entrepreneurial practices.As the eldest son of the People's Republic of China,the economic growth in northeast China has been slowing down as well as entrepreneurial spirit situation is not optimistic in recent years.As the main impetus to promote economic growth,it is particularly important to study the mechanism and countermeasures to stimulate and protect entrepreneurship in northeast China.Based on the theoretical framework of the institutional elements of entrepreneurship,this paper explores the history and current situation of stimulating and protecting entrepreneurship in northeast China,in order to study the construction and protection mechanism of entrepreneurship in the regions where innovation and entrepreneurship are silent.The development of entrepreneurship in northeast China,is restricted not only by the national macroeconomic development level,but also by government actions,legal system,incentive mechanism,human capital and corporate culture.Combined with the actual situation of the poor development of entrepreneurship in northeast China,northeast China is faced with the problems of weak regional innovation consciousness,rigid administrative system,poor cultivation of new market subjects,brain drain and regional culture restraining the development of entrepreneurship.Besides the content of government policy and its implementation effect are analyzed and explained.After fully drawing on the experience of stimulating and protecting entrepreneurship in advanced regions at home and abroad,this paper puts forward some countermeasures and suggestions for stimulating and protecting entrepreneurship in northeast China in terms of institutional environment,incentive mechanism,cultural environment and human capital elements.At present,the economic development of northeast China is in an important stage of revitalization.As the core value orientation and important driving force of modern market economy,entrepreneurial spirit is of great and far-reaching significance to explore the institution and construction of stimulating and protecting entrepreneurial spirit,and to guide the construction of entrepreneurial team in northeast China and the transformation and development of economy.
