From “High-Speed Growth” To “High-Quality Development”

The report of the Nineteenth National Congress of the Communist Party of China points out that the basic characteristic of China's economic development in the New Era is from the stage of high-speed growth to high-quality development.However,China is a large country with a huge economy and a large population.It is impossible to achieve high-quality development overnight.There still exists some negative impact of the policy of stimulating demand advocated by Keynesianism in the past,including the backward overcapacity and overburdened resources and environment and so on,which become the obstacles to the realization of high-quality economic development in China.At present,it is an important strategic opportunity for China to transform economic development mode,restructure the economy and accelerate wideranging opening.Therefore,solving the obstacles in the process of path turning have great theoretical and practical value.Based on the theory of economic development in foreign countries and the theory of supply-side structural reform in line with China's domestic conditions,this paper discusses the practical problems and causes in the course of the turning from "high-speed growth" to "high-quality development",and puts forward some promotive countermeasures accordingly,hoping to contribute a little to the development of China's economy.The main contents of this paper are summarized as follows:Chapter 1,Introduction.This part mainly introduces the background and significance of the topic,the domestic and abroad research status,writing and research methods,innovations and the shortcomings of the paper.At present,China is in the key period of transforming development mode,optimizing economic structure and transforming growth momentum.The turning of economic development path is the inevitable trend of historical and social development.At present,there are few studies on the turning of China's economic development path abroad,and most of the studies on this issue by domestic scholars focus on the status of China's economic development.Therefore,the research on this issue has certain theoretical and practical significance.Chapter 2,A theoretical overview of China's economic development path turning.Firstly,it defines the connotation of "high-speed growth" and "high-quality development".Secondly,it elaborates the theoretical basis of the turning of China's economic development path,including labor productivity theory,social capital reproduction theory,resource allocation theory,endogenous growth theory and supply-side structural reform theory.Finally,the difference and connection between high-speed growth and high-quality development are analyzed.Chapter 3,An analysis of the background of the turning of China's economic development path.This part mainly analyses the background of the turning of China's economic development path from domestic and international levels.The domestic background mainly includes the changed principal contradiction facing Chinese society,the constraint of sustainable development,the upgrading of market demand structure,and the requirements of the two centenary goals.The international background mainly includes the need to meet the challenges of economic globalization,the changeable international political situation,the fierce competition of international scientific and technological innovation,and the promotion of China's international status.Chapter 4,Analytical review of the current situation of China's economic development.Firstly,it introduces the general situation of China's economic development path turning,including the transforming process,current achievements and effectiveness evaluation.Secondly,it points out the existing problems of the path turning of economic development in China,including insufficient capacity for independent innovation,excessive backward capacity,low industrial level and overburdened resources and environment.Finally,the deep-seated causes of the existing problems are analyzed,including the difficulty in eliminating the obstacles of institutional mechanisms,the serious imbalance of supply and demand structure,the insufficiency and low level of human capital,and the deep-rooted traditional development concept.Chapter 5,The promotive countermeasures for the turning of China's economic development path.Aiming at the existing problems and the corresponding causes of the turning of China's economic development path,the author makes a thorough exploration of the countermeasures to promote the realization of high-quality development,and puts forward four countermeasures and suggestions: deepening the reform of economic mechanism,deepening the structural reform of supply side,implementing the strategy of innovation-driven development and speeding up the turning of economic development concept.China's economic path turning from "high-speed growth" to "high-quality development" is an inevitable choice to adapt to the changed principal contradictions in our society.This turning will help to promote the building of a strong,prosperous,democratic,civilized,harmonious and beautiful socialist modernization society and the realization of the Chinese Dream of national rejuvenation.
