Supervision Of Land Improvement Project In Hua'nan County

Land is the basis of people's life.Land renovation is to remedy the unreasonable use,unused,inefficient,production and construction activities or natural disasters,in order to improve the efficiency of land use and help people to improve the quality of production and life.The development of land rehabilitation project is a means of rational use and construction of land.However,with the progress of society,the content of land improvement project is gradually enriched,and the quality problems of project emerge one after another.Therefore,in order to better ensure the land renovation to play its real role,land improvement project supervision work is imperative,let the supervision for land improvement.The quality of the project is guaranteed,but there are still many problems in the supervision work of the land improvement project,which will affect the monitoring of the quality of the project.In this study,Huannan County,Jiamusi City,is selected as the study area,combined with the typical cases of land improvement projects in Huannan County,based on supervision organization theory,cybernetics,information asymmetry theory,game theory,principal-agent theory and project quality management theory.By using the methods of investigation,literature research and systematic analysis,this paper comprehensively probes into the present situation and existing problems of land renovation project supervision in the research area,and analyzes the causes based on these problems.In view of the problems existing in the supervision of land regulation projects in the research area,this paper puts forward some countermeasures and suggestions,which is helpful to the promotion of land regulation and has certain guiding sign ificance for the smooth development of land regulation work in the future.The findings are as follows:In the aspect of supervision quality control of land improvement project in Huanan County,the problem that the supervision of land improvement project side station is not in place generally appears,and in the aspect of land improvement supervision progress,the supervision is not enough to organize and hold supervision meetings in the construction process.In the aspect of investment of land renovation supervision,the problem of insufficient sampling quantity of construction materials is generally appeared.The causes of these problems are: the operation system and technical norms are not perfect,and the supervision market of land renovation projects i s not standardized.The professional quality of land renovation supervisors is uneven,the supervision of construction materials and equipment is not in place and so on.Therefore,in view of these problems,the establishment and perfection of rules and re gulations are put forward and the rules and regulations are clearly defined.It is suggested that the market behavior of land renovation supervision should be standardized,the comprehensive quality of supervision personnel of land improvement project should be improved,and the whole supervision management mechanism of construction materials and incoming equipment should be carried out.
