Does The Resource-based City Sustainable Development Plan Promote The Upgrading Of Industrial Structure

For a long time,resource-based cities have made tremendous contributions to China's economic development as an extremely important strategic resource base for energy resources in China.However,the extensive development model has also led to the accumulation of many problems and contradictions in the development of such cities..Resource-based cities can't keep up with the current development pace,speed up the upgrading of resource-based urban industrial structure,and establish an institutional mechanism that contributes to high-quality development.It is the only way to promote regional coordinated development and promote the building of a well-off society in an all-round way.In view of the problem that the resource-based city has a single industrial structure and is not strong in endogenous power,the National Resource-Based City Sustainable Development Plan(hereinafter referred to as the “Planning”)proposes to adhere to the active structure and industrial structure upgrade as the main direction to ensure high-quality development.It clarifies the important focus of the transformation of resource-based cities into a diversified economy,and provides guarantees for the development of alternative industries in resource-based cities,which helps to promote the upgrading of industrial structure and promote the high-quality development of the economy.Then,whether the introduction of "Planning" promotes the advanced industrial structure of resource-based cities,and whether there are differences in the effects of different development stages and cities in different regions.This paper attempts to provide a new study for follow-up research based on existing research.Perspectives and enrich relevant research results.At the same time,I hope to provide a scientific and operational reference for the next improvement of the Plan.Based on the above considerations,in order to explore the impact of "planning" on the industrial structure advanced,this paper uses the combination of theory and empirical test,along the literature combing-mechanism analysis-positive test ideas to complete the article.Firstly,this paper summarizes the research background of this paper,puts forward the viewpoints of this paper and the overall textual framework.On this basis,it sorts out the domestic and foreign literature and theoretical basis.Secondly,it analyzes the development status of resource-based cities and adopts the development.The constraints and mechanism of the process are summarized,and the three hypotheses of this paper are proposed.Then,according to the appendix of the “Planning” document,280 prefecture-level and above administrative regions in 2007-2016 are selected as research objects,and a double difference method is established.The multiple regression model studies the impact of Planning on the advanced structure of the industry.In order to meet the premise of the use of double differential development,this paper first conducted a randomness test(strictly exogenous national policy)and parallel trend test,and used the counterfactual test to test the robustness of the underlying regression results.In addition,due to China's vast territory,there are special national conditions,such as: regional development imbalance,different types of cities are divided,this paper will further divide the sample cities into eastern cities,central cities and western cities;growth cities,mature cities,recession Type cities and regenerative cities;classification studies of different regions and types of cities make the research results more targeted;finally,based on the results of empirical tests,countermeasures are proposed.This paper finds that "Planning" has a significant role in promoting the industrialization of resource-based cities.In addition,further analysis shows that from the regional level,the “Planning” has significantly promoted the industrial structure of the eastern and central cities.From the perspective of different types of cities,the “Planning” has significantly promoted the industrial structure of declining cities and regenerative cities.
