Sci.&Tech.and finance are two major engines of economic development,and their mutual penetration and combination play an important role in promoting the transformation of scientific and technological achievements,realizing the effective integration of resources and building an innovation-oriented country.Science and Technology finance meet important opportunities to develop.As China has entered the new normal of economic development,it mainly relies on the support and guidance of scientific and technological innovation to change the connotation of economic development and promote innovation-driven growth.From the implementation of the outline of medium-and long-term science and technology development plan(2006-2020)in 2006 to the release of the 13 th five-year national plan for science and technology innovation by the state council in 2016,the important role of science and technology innovation in economic development has been highlighted.In these policy documents,it is further proposed to improve the mechanism of the combination of science and technology and finance,and promote innovation in science and technology financial products and services.Therefore,the deep integration of science and technology and finance will become the driving force for the sustainable development of China's economy under the new normal.In this article,through the analysis of financial related research review of science and technology,from financial related science and technology in shandong province science and technology input and output indicators research financial development present situation,discovered the financial problems in the process of development of science and technology of shandong province,and then build the financial efficiency measure in shandong province science and technology input and output indicators,through the line pipe year statistical yearbook and statistical yearbook of science and technology is a collection of related data from 2010 to 2016 in shandong province,the CCR and BCC model using DEA model and DEA-Malmquist index of financial input and output efficiency of science and technology in shandong province,has carried on the static and dynamic empirical analysis,Finally,the input-output efficiency of s&t finance in shandong province is compared with that in jiangsu,zhejiang and guangdongprovinces,where finance is developed.Through the research,we find that the input-output efficiency of s&t finance in shandong province is relatively low,which is far lower than the efficiency of jiangsu,zhejiang and guangdong provinces.Secondly,the investment structure of science and technology finance is unreasonable.Some financial inputs are redundant,but the scientific and technology output is insufficient,which indicates the low scale efficiency of science and technology finance in shandong province.At the same time,the three provinces of jiangsu,zhejiang,guangdong relative weakening the role of government financial policy of science and technology,key is to play the basic role of market and enterprise's main body role,the shandong province science and technology financial policy focuses more on the government financial investment and financial institutions to credit support,thus caused the shandong province science and technology to a certain extent the financial efficiency is low.Finally,based on the above theoretical analysis and empirical analysis,the paper puts forward relevant countermeasures and Suggestions.Actively adjust the input-output structure and optimize the input structure of science and technology finance;Establish all-around financing mechanism and perfect the guarantee mechanism of science and technology finance;We will improve the market-based financial support system and give more prominence to the main role of enterprises.
