Experienced the ten year’s glory from 2001 to 2014, From the 2004-2014 decade, our science research funding increased from 200 billion to 1.3 trillion, in accordance with the current growth trend, China’s total science research funding will surpass the United States in 2022, however, according to the Global Competitiveness Report, China’s competitiveness has been hovering at 27-30; At the same time, the United States has remained competitive in the world top ten, therefore, between China and the United States there are still some technical gap. At present, China is entering a crucial period of reform and transformation. China’s economic development faces a double challenge from both developed and developing countries. On the one hand, China’s manufacturing industry to face competition from cheaper labor in developing countries to seize the low-end market, on the other hand, the United States as the representative of the developed countries have to rely on scientific and technological innovation to seize the commanding heights of the absolute superiority of manufacturing competitiveness. Despite this, people’s focus of scientific and technological activities is mainly on the number of science and technology investment and scientific and technological achievements, and not given more attention to science and technology input-output quality and performance. Therefore, improving China’s performance of the input-output technology, and making science and technology investment in human resources and financial resources fully play its role is necessary.In this thesis, I will using the DEA data envelopment model to make a contrast research on scientific and technological input-output performance between China and US, comparatively analyzing the gap of the Technical input and output performance between China and advanced countries as a representative of the United States. By studying the United States’ efficiency of investment in science and technology, we can getting some reference suggestions for our investment in science and technology and it can provide the basis for the development of technological innovation policy. Firstly, it puts the theory of domestic and foreign science and technology output efficiency made a comprehensive overview and a comprehensive analysis of the situation of Sino-US scientific and technological input efficiency, according to national conditions to build a complete and effective Input- output efficiency evaluation model system, and the establishment of appropriate efficiency evaluation index system, the main data envelopment analysis on China and the US science and technology input- output efficiency conduct quantitative analysis and comparative analysis, also studied the Sino-US science and technology industry input-output efficiency differences. Through comparative analysis, we found that China and the United States in science and technology input- output efficiency is still there is a gap, but the gap is shrinking; our R&D Expenditure for investment phenomenon of excessive or wasteful use at the same time, capacity and efficiency of R&D staff needs to be improved, patent, trademarks and high-tech industries there is insufficient output status.
