Research On The Input-output Efficiency And Influencing Factors Of Science And Technology Finance In Henan Province

Innovation is the key driving force of economic development.Without the vigorous development of scientific and technological innovation,the goal of building a modern economic system will be difficult to achieve,and the goal of high-quality development will be difficult to achieve.In the modern economy,finance is the most important part,and the efficient combination of science and technology and finance is of great significance to promoting the sustainable and healthy development of economy.At present,it is the critical period of economic transformation,and the development of science and technology finance is of great practical significance for Henan Province.At present the development of our country has been from high speed development to high quality development,in this context,the purpose of development is not simple to combine science and technology with financial,more important is the combination of science and technology and financial efficient,technology and financial efficient combination can greatly improve the output of scientific and technological achievements,and improve the efficiency of the industrialization of scientific and technological achievements,to promote the sustainable development of our society and economy has a key role.This article first read the domestic financial research literature about science and technology,to the current financial development level of science and technology in China has a basic understanding,and then in 18 cities and Henan province as a research goal,through the analysis of the overall financial input and output status of Henan province technology to study the current development situation in Henan province.On this basis,the scientific input-output efficiency evaluation system of science and technology finance is established based on the research experience of domestic scholars,and then the data envelope analysis method is used to measure the input-output efficiency of science and technology finance in Henan Province and 18 cities and cities from 2010-2021.According to the calculated results,we first analyze the overall efficiency of the science and technology finance in Henan province,and it is found that the comprehensive efficiency of the science and technology finance operation in Henan province is low and has not reached the effective operation state in one year.In addition,it is also found that the change of the operation efficiency of the science and technology finance in Henan Province is mainly caused by the change of pure technical efficiency.Then,after an in-depth analysis of the input-output efficiency of science and technology finance in18 cities,we found that only the operation efficiency of science and technology finance in Zhengzhou has reached the effective state,and there are great differences among the other cities.Then,by sorting out the relevant literature,drawing on the previous experience and combining with the actual situation of Henan Province,and establishing the Tobit panel data model,the influence of these five influencing factors on the operation efficiency of science and technology finance is empirically analyzed.Finally based on the empirical results,on how to improve the efficiency of financial input and output of science and technology in Henan province,from the relevant laws and regulations,optimize the government fiscal mode of science and technology,strengthen the financial services and innovation of science and technology financial products,the construction of efficient innovation system,increase the investment in human resources and active technology financial pilot six Suggestions corresponding.
