Housing problems have a bearing on national economy,people's livelihood and harmonious social construction.As a government housing welfare policy,public rental housing has become the "new main force" in the housing security system of our country,and its efficient operation is an important indicator to measure the performance of the government's people's livelihood.In 2007,the State Council issued the "Several Opinions on Solving the Housing Difficulties of Low-income Households in Cities" and proposed that the quality and function of housing should be ensured,and the progress and efficiency of housing security should be included in the evaluation of the government's performance.However,some cities only regard it as a performance project,attach too much importance to its short-term effects,and do not carry out good planning and institutional construction in the supply of public housing.The phenomena and problems such as subletting and poor living conditions seriously affect the housing quality and satisfaction of households,and to a certain extent restrict the efficient operation of the public rental housing system,indicating that the supply system is inconsistent with the demand side and the effective supply is insufficient.In 2015,General Secretary Xi put forward the new concept of "Supply-side reform",which points the way for how to solve the problem of social well-being under the new normal.Based on the background of this study,this paper makes an in-depth study on the efficiency evaluation of public rental housing.First of all,in light of relevant theoretical studies and the opinions of industry experts,the direction based on the supply side is to improve the quality of supply,the core is institutional supply,and the fundamental purpose of taking the people as the center.From the point of view of housing,policies,services and people(regardless of pre-investment issues),we chose four levels: physical supply,policy system,public service,and household perception,and selected 17 indicators for evaluating the efficiency of the operation of public housing.The index weight is determined by analytic hierarchy process,the index system of efficiency evaluation of public rental housing is constructed,and its importance is analyzed,and the main factors affecting the efficiency of public rental housing are found out.Secondly,taking fuyun apartment tenants in Suzhou city as the object of study,the fuzzy comprehensive evaluation method was used to evaluate the satisfaction of the operation of the public housing,and the existing problems were found according to the data analysis,so as to effectively grasp the living needs of the low and middle income groups.Finally,based on the results of the above evaluation of operational satisfaction,the paper puts forward some countermeasures and suggestions to improve the efficiency of the operation of public rental housing based on the direction,core and deepening of the supply side(multi-subject supply and multi-channel guarantee),and finally improves the construction of public rental housing.
