Study On The Effective Supply Of Public Rental Housing

The housing problem of the lowest income families has become an urgent problemfor the reform of the housing system. Public rental housing system is the establishment ofenjoy popular confidence. What a very urgent problem now facing the government is howto establish model and supply of Public rental housing system in the city such as how toselect and implement. Public rental housing construction and development up to now, isconfronted with many bottleneck problems, such as outstanding performance for thesources of instability, small coverage, and the lack of stable sources of funds, the majorityof places from the value-added income housing provident fund extraction part of the fundsor by government departments to address self, not enough to support the construction ofPublic rental housing system. Existence of the gap between the Public rental housingeffective supply and effective demand, does not has "full coverage". The main purpose ofthis paper is based on this problem, through the theoretical research and empirical research,focuses on the issue that how to improve the supply mechanism and operation mode ofPublic rental housing system. Based on the literature review, the paper studied thedevelopment of Public rental housing supply mechanism in our country. Throughcomparative analysis of the similarities and differences of housing supply polices inBritish, Germany, Japan and other countries, the paper summarized the successfulexperience of foreign countries in this respect, offerring reference guarantee systemconstruction for China’s Public rental housing construction. Combined with Zhejiangprovince rent housing construction on the experiences and lessons in low-cost, the papermade an empirical study on the Public rental housing supply and demand gap, analyzedthe main problems and obstacles in the implementation of the effective supply of Publicrental housing, and carding and in-depth analysis of the current supply of Public rentalhousing system problems. Finally, this paper from the aspects of building Public rentalhousing supply system, the provincial construction of Public rental housing financingplatform, the establishment of local government guarantee fund, improve the Public rentalhousing construction and other preferential policies, put forward to perfect the urban lowincome families low-cost security policy recommendations.
