Research On Optimizating Of Whole-process Socialized Service Of Agricultural Production In Sheqi County

Agriculture,as a national basic industry,is in an important position in economic development.As an important tool for the development of agriculture,the whole-process socialized service system of agricultural production,is of great significance to the promotion of China's agricultural development.In 2013,the ministry of finance issued the "notice on the issuance of the guidance on the implementation of in the pilot program of whole-process socialized service for agricultural production in 2013",and the central finance started the pilot program of whole-process socialized service for agricultural production.Since then,the pilot program has been carried out in 40 counties of 17 provinces and cities in Hebei,Inner Mongolia,Jilin and Henan.In 2017,Sheqi County successfully applied for the pilot program of whole-process socialized service for agricultural production.As an important part of the agricultural development of Sheqi County,The whole-process socialized service for agricultural production plays an important role in the agricultural production process of Sheqi County.This paper uses comparative analysis,questionnaire survey,case analysis and literature analysis method to analyze the whole process of agricultural production in Sheqi County,and puts forward corresponding Suggestions for the problems encountered in the agricultural development of Sheqi County.Based on the field investigation,this paper finds that the agricultural service organization,service mode,production scale level and quality of professional farmers in Sheqi County have been greatly improved.There are some problems that had been found in the process of the questionnaire survey.The coordination degree of agricultural socialized service subject is low;Science and technology talent support is insufficient and so on.In reference to the Shandong,Yunnan,Hainan,represented by domestic mode and represented by the United States,France,Germany,the foreign model,on the basis of through the analysis of domestic and foreign agricultural development experience is Sheqi socialization service system of agricultural production,the whole development puts forward some Suggestions: optimization of agricultural service system,improve the strength of science and technology and talent support,strengthen the cooperation of government and the service organization,and agricultural development service force,etc.In the Conclusion and prospect: the whole-process socialized service of agricultural production in Sheqi County is still in the initial stage,and many problems will be encountered in the agricultural development.However,with the in-depth exploration of the whole-process socialized service of agricultural production in Sheqi County,new ideas will be brought to the agricultural development in Sheqi County.The research significance of this paper lies in: achieving the ability of farmers in Sheqi County to bear natural and market risks;The request that realizes Sheqi County agriculture modernization;benifty Sheqi county farmers an important way to increase income.
