Research On Financial Support Efficiency Of Farmers’ Professional Cooperatives Development In Henan Province

In September 2018,Xi Jinping emphasized at the Eighth Collective Learning Conference of the Political Bureau of the CPC Central Committee that we must focus on the development of farmers’ cooperatives and family farms,and continuously improve the efficiency of agricultural operations.Farmers’ professional cooperatives shoulder the important task of agricultural modernization construction and have a positive role in promoting the economic development vitality of underdeveloped areas in rural areas.Therefore,the development and development of cooperatives requires the support of various social sectors,especially financial support.Taking Henan Province as an example,this paper uses empirical analysis to study the financial support efficiency of cooperatives,tries to enrich the content of cooperative financial support theory in China,and provides ideas for the quantitative research of cooperative financial support efficiency,so as to broaden the solution to the problem of cooperative capital shortage.To achieve the good development of cooperatives.This paper analyzes and compiles the relevant theories of cooperative financial support,and on this basis,studies the issue of financial support efficiency.Taking the farmers’ professional cooperatives in 17 cities and counties in Henan Province as the research object,the data of financial support related to 2008-2016 were collated and analyzed,and the DEA-Tobit two-stage method was used to evaluate the financial support efficiency of research cooperative development,and further The factors affecting efficiency were analyzed and the following conclusions were drawn: Overall,the financial support of cooperatives is inefficient and has a downward trend;There are also problems of economies of scale and low technical efficiency in various cities,mainly due to the mismatch between financial investment and economic output of cooperatives and insufficient financial support for innovation;In the analysis of the influencing factors,the regional agricultural economic development,the completeness of the rural financial system,the innovation ability of financial institutions,and the radiation range of cooperatives all have a positive impact on the financial support efficiency of cooperatives.It is lower and not significant,and due to the lack of technical efficiency and scale efficiency,the layout of financial institutions and the scale of financial support obtained by cooperatives have a negative impact on efficiency.In addition,the excessive dependence of cooperative development on government support leads to fiscal Support and efficiency are also negatively correlated.Finally,combined with the conclusions drawn from the empirical research,this paper proposes strategies for improving the financial support efficiency of cooperatives from the perspectives of the government building a good financial environment,improving the financial services level of financial institutions and improving the management level of cooperatives.The innovations of this article are: First,this paper uses an empirical model to measure the financial support efficiency of cooperatives,trying to deepen the research on cooperative financial support theory;Second,this paper attempts to provide new solutions to the problem of capital shortages that exist in cooperatives from the perspective of improving efficiency.
