In recent years,Hunan Province has paid more attention to the development of agricultural science and technology enterprises.Compared with traditional agricultural enterprises,agricultural science and technology enterprises combine agricultural science and technology with agricultural production,accelerating the overall development of agricultural industrialization.It can guide agricultural production to develop towards a new intensive mode and improve the overall technical level of agricultural products.From the overall point of view,the development of such companies has an important guiding value for the construction of agricultural economy,and even can drive the effective development of the region.Adequate funds of agricultural science and technology enterprises are important factors to ensure that such enterprises can achieve sound development,but in fact,the problem of funds has evolved into the core factor restricting the development of companies.Superficially,it is caused by the characteristics of high investment,high risk and long payback period of agricultural industry itself,but in fact,this problem is caused by government policies,financial institutions and agricultural science and technology enterprises themselves.In this context,in order to better solve the financial support problem of agricultural science and technology enterprises and improve the financial support environment of enterprises,we should pay more attention to the following problems:The analysis of financial support has become a key issue.Based on the basic theory of financial support of agricultural science and technology enter:prises in Hunan Province,this paper describes the current situation of financial support of agricultural science and technology enterprises in Hunan Province,and analyses the funds of agricultural science and technology enterprises in Hunan Province from the aspects of collateral,internal control mechanism of enterprises,innovation of financial products,policy coordination,enterprise credit system,compound talents and capital market.Problems and causes of financial support.Using linear regression,taking seven listed agricultural science and technology enterprises in Hunan Province as an example,this paper analyzed the impact of their financing structure on their R&D investment and production cost,pointed out that the increase of debt financing would reduce R&D investment,but also increase their corresponding production costs;and then analyzed the outstanding financial support of agricultural science and technology enterprises in the United States in legal protection,multi-level capital market development and so on.Based on the experience,the paper points out the reference significance for Hunan Province.Finally,according to the actual situation of Hunan Province,it puts forward corresponding countermeasures and suggestions from the three levels of agricultural science and technology enterprises,financial institutions and government guidance.Enterprises should enhance the conversion rate and credit degree of agricultural scientific and technological achievements so as to improve their financing ability;financial institutions should innovate financial products suitable for agricultural scientific and technological enterprises,expand the scope of loan collateral and bring intellectual property rights into the scope of guarantee;the government should improve the construction of intellectual property trading platform and enterprise credit system,and promulgate relevant laws and regulations to improve the guarantee system of agricultural scientific and technological enterprises.Focus on the training of scientific and technological financial personnel,and help Hunan agricultural science and technology enterprises to increase their share of equity financing.
