Under the current situation of China's economic growth slowdown and continuous structural adjustment,China's financial reforms deepen futher in order to adapt to the aggravation competition between different banks and the changes in internal and external environment so as to handle the specific performance of the country's economic changes in the banking industry.Human resource management is an important factor for enterprises to enhance their market competitiveness and innovation.The important ways for policy-oriented financial institutions to adapt to China's economic reform policies is the rational use of human resource management and the proper integration with their operational strategies.In order to give better directions to the agricultural policy-oriented bank under the new normal,the State Council has issued a new policy to further enhance the policy-based financial support for agriculture which opens a new chapter for the Agricultural Development Bank in market operation.It is clearly showed that to support the financial services of large agricultural enterprise is feasible for Agricultural Development Bank of China(ADBC),but this should be prudent.Especially,service side of agricultural supply structure reform of China and enhancing the development of " Three-Agriculture "in recent years.According to national deploy,the ADBC should intensively conduct shed reform,resettle residents policies,policy of medium and long-term loan business and greatly increase of fund size and volume.ADBC has to be faced with a totally new situation.Nevertheless,the mode of traditional banking management and personnel management have been outdated for current development needs.These issues will be analyzed through the theoretical results of HRM,historical mission of ADBC and current objective situation by the methods of literature review,field survey and questionnaire survey empirical analysis,at the same,HRM mode and mechanism will play a significant part to explore countermeasure of HRM reform for ADBC.
